• GFWList should cover all Tier-1 ISPs in China.

This means GFWList maintainers must have international Internet access within CHINANET, CHINA169, CMNET(*), CERNET and CSTNET.

An example of viewing your current ISP is via bgp.he.net:

• GFWList should improve support on Tier-2 ISPs, but may become another list.

• GFWList doesn't support Tier-3 ISPs.

*: CMNET has its own firewall and it's difficult to maintain list working for it. We've decided to drop support of it.
