This PR is the first part of redesign of volume reconstruction work. The
changes include
1. Remove dependency on volume spec stored in actual state for volume
cleanup process (UnmountVolume and UnmountDevice)
Modify AttachedVolume struct to add DeviceMountPath so that volume
unmount operation can use this information instead of constructing from
volume spec
2. Modify reconciler's volume reconstruction process (syncState). Currently workflow
is when kubelet restarts, syncState() is only called once before
reconciler starts its loop.
a. If volume plugin supports reconstruction, it will use the
reconstructed volume spec information to update actual state as before.
b. If volume plugin cannot support reconstruction, it will use the
scanned mount path information to clean up the mounts.
In this PR, all the plugins still support reconstruction (except
glusterfs), so reconstruction of some plugins will still have issues.
The next PR will modify those plugins that cannot support reconstruction
well.

Fixing node labels assignment for random order tests execution
**What this PR does / why we need it**:
For some vsphere cloud provider e2e test cases, we are setting node labels to control pod scheduling on specific node.
When these e2e tests are executed in random order from testsuite, they are overwriting node labels, so some tests were failing to schedule pod on desired node. Tests are failing with following error.

Ensure that the runtime mounts RO volumes read-only
**What this PR does / why we need it**:
This change makes it so that containers cannot write to secret, configMap, downwardAPI and projected volumes since the runtime will now mount them read-only. This change makes things less confusing for a user since any attempt to update a secret volume will result in an error rather than a successful change followed by a revert by the kubelet when the volume next syncs.
It also adds a feature gate `ReadOnlyAPIDataVolumes` to a provide a way to disable the new behavior in 1.10, but for 1.11, the new behavior will become non-optional.
Also, E2E tests for downwardAPI and projected volumes are updated to mount the volumes somewhere other than /etc.

The core of the matter is to use `ipcs` from util-linux rather than the one from busybox. The typical SELinux policy has enough to allow Docker containers (running under svirt_lxc_net_t SELinux type) to access IPC information by reading the contents of the files under /proc/sysvipc/, but not by using the shmctl etc. syscalls.
The `ipcs` implementation in busybox will use `shmctl(0, SHM_INFO, ...)` to detect whether it can read IPC info (see source code [here](https://git.busybox.net/busybox/tree/util-linux/ipcs.c?h=1_28_0#n138)), while the one in util-linux will prefer to read from the /proc files directly if they are available (see source code [here](https://github.com/karelzak/util-linux/blob/v2.27.1/sys-utils/ipcutils.c#L108)).
It turns out the SELinux policy doesn't allow the shmctl syscalls in an unprivileged container, while access to it through the /proc interface is fine. (One could argue this is a bug in the SELinux policy, but getting it fixed on stable OSs is hard, and it's not that hard for us to test it with an util-linux `ipcs`, so I propose we do so.)
This PR also contains a refactor of the code setting IpcMode, since setting it in the "common options" function is misleading, as on containers other than the sandbox, it ends up always getting overwritten, so let's only set it to "host" in the Sandbox.
It also has a minor fix for the `ipcmk` call, since support for size suffix was only introduced in recent versions of it.

Created bootstrap logic for vSphere test

Add bootstrapping logic and Context for vSphere tests. This context can be utilized to hold information like node-vsphere mapping, which needs to be initialized only once per test suit run.
sync.Once takes care of executing bootstrapping only once for all the specs. 'waiting' channel takes care of making sure that parallel test spec executions wait for bootstrapping to finish before moving on.

Don't remove APIService from apiHandlerManager when its Available Conditions is not True
**What this PR does / why we need it**:
I use my own apiserver works together with `kube-apiserver`, i have a custom resource: `databases` and created a `database` named: `db-name-1`.
When this apiserver is down(for example: OOMKilled), `kubectl get databases db-name-1 -v 10` returns `404 NotFound`:

Allow Ceph server some time to start
Ceph server needs to create our "foo" volume on startup. It keeps the image small, however it makes the server container start slow.
Add sleep before the server is usable. Without this PR, all pods that use Ceph fail to start for couple of seconds with cryptic "image foo not found" error and it clutters logs and pod logs and makes it harder to spot real errors.

Explicit kubelet flags
The Kubelet was using the global flag set.
Libraries also often use the global flag set.
There are flags in the Kubelet's usage statement for which the Kubelet does not control registration.
This is bad, we must have full control of our command-line API.
This PR puts a stop to it.
I worked through the Kubelet's usage printout and tracked down the flags.
In the below list, flags with checkboxes are one of:
- explicitly **registered** in this PR
- thought about and outright **rejected**
- thought about and **registered-deprecated** for legacy reasons
For the others we need to figure out whether they should be **registered** or **rejected** or **registered-deprecated**.

test: e2e: support NFS test on overlayfs
TL;DR; NFS is not supported over overlayfs. In CRI-O we default to
overlayfs as the storage driver, therefore running the NFS test always
fails to export the directory. This patch adds a volume mount from the
host so /exports isn't on overlayfs anymore.

This moves plugin/pkg/scheduler to pkg/scheduler and
plugin/cmd/kube-scheduler to cmd/kube-scheduler.
Bulk of the work was done with gomvpkg, except for kube-scheduler main
package.
Prepatory work fpr removing cloud provider dependency from node
controller running in Kube Controller Manager. Splitting the node
controller into its two major pieces life-cycle and CIDR/IP
management. Both pieces currently need the the cloud system to do their work.
Removing lifecycles dependency on cloud will be fixed ina followup PR.
Moved node scheduler code to live with node lifecycle controller.
Got the IPAM/Lifecycle split completed. Still need to rename pieces.
Made changes to the utils and tests so they would be in the appropriate

e2e: test containers projected volume updates should not exit
The mounttest container should be running until the test determines to
give up (i.e., time out) and kill it. It should not exit prematurely by
itself. Bump the `--retry-timeout` to a much higher value.
The local-volume bootstrapper/provisioner configuration format changed in
https://github.com/kubernetes-incubator/external-storage/pull/352
This format is exposed in v2.0.0 of the provisioner and boostratpper images.
This PR updates the e2e test config, so that the existing tests continue
to work.

TL;DR; NFS is not supported over overlayfs. In CRI-O we default to
overlayfs as the storage driver, therefore running the NFS test always
fails to export the directory. This patch adds a volume mount from the
host so /exports isn't on overlayfs anymore.

whether an image ends in `-$ARCH` (like `-amd64`).

Hit ILB endpoint in e2e test

During the ILB e2e networking test, a pod is created and curls the ILB's IP address, validating that the load balancer correctly routes traffic to the K8s service. Test will also hit the external LB endpoint after switching from ILB->ELB, validating no GCE conversion issues going from ILB to ELB.

Add brackets around IPv6 addrs in e2e test IP:port endpoints
There are several locations in the e2e tests where endpoints of the
form IPv6:port use IPv6 addresses directly, without surrounding brackets.
Brackets are required around IPv6 addresses in this case, in order to
distinguish the colons in the IPv6 address from the colon immediately
preceding the port.
Also, wherever the curl command might be used with an IPv6 address
surrounded in brackets, the "-g" argument is added to the curl
command line arguments so that the brackets can be interpreted
correctly.

Updating vsphere cloud provider to support k8s cluster spread across multiple vCenters

- vSphere cloud provider (VCP) uses OS hostname and not vSphere Inventory VM Name.

- VCP can handle cases where VM migrates to other ESXi cluster or datacenter or vCenter.

Mount SCSI local SSD by UUID in /mnt/disks/by-uuid/, also allows for users to request and mount NVMe disks. Both types of disks will be accessible either through block or file-system.
I have confirmed that it is no longer crashing when nodes are initialized on GKE.

- Makes resource limits to match its resource requets
- Modifies test/e2e/scheduling/nvidia-gpus.go to cope with the recent
change of running the device plugin as a system addon.
- The resource settings of the addon is based on the test results
from 8 nvidia-tesla-k80 gpus.

Fix potential unexpected object mutation that can lead to data races
**What this PR does / why we need it**:
In #51526 I introduced an optimization - do a deep copy instead of to and from JSON roundtrip to convert anything that implements `runtime.Unstructured`. I just discovered that the method that is used there `UnstructuredContent()` in both `Unstructured` and `UnstructuredList` may mutate the original object.

This is problematic because previously (before #51526) there was no mutation and because this is unexpected and may lead to data races - it is bad behaviour to mutate original object when you just want a copy of it.
This PR fixes the issue.
Without the fix the tests I've added are failing because when comparison is done original object is not the same:

However the underlying issue is not fixed here - `UnstructuredContent()` is brittle and dangerous. Method name does not imply that it mutates data when you call it. And godoc does not mention that either:

Something needs to be done about it IMO.
Also `UnstructuredContent()` implementation in `UnstructuredList` does not implement the behaviour required by godoc in `runtime.Unstructured`.

Adds node auto-repair e2e tests.
This PR adds node auto-repair e2e tests.
- vsphere.conf (cloud-config) is now needed only on master node
- VCP uses OS hostname and not vSphere inventory name
- VCP is now resilient to VM inventory name change and VM migration
AdmissionResponse allows mutating webhook to send apiserver a json patch
to mutate the object.
This reflects the imperative nature of AdmissionReview. It adds
AdmissionRequest and AdmissionResponse in place of status/spec.
The AdmissionResponse the allows the mutating webhook
to send back a json path with the mutated version of the requested
object.
Fixed the integration test to clean up properly.
Switched test image to 1.8v5 to reflect API changes.
Make sure to cache test framework client for cleaup test code.
Switched to pointer for patch type.

Device plugin is now an addon and its manifest is now in
kubernetes/kubernetes. The manifest on
GoogleCloudPlatform/container-engine-accelerators no longer contains
device plugin.
There are several locations in the e2e tests where endpoints of the
form IP:port use IPv6 addresses directly, without surrounding brackets.
Brackets are required around IPv6 addresses in this case, in order to
distinguish the colons in the IPv6 address from the colon immediately
preceding the port.
Also, wherever the curl command might be used with an IPv6 address
surrounded in brackets, the "-g" argument is added to the curl
command line arguments so that the brackets can be interpreted
correctly.

Regional support in Cluster Autoscaler e2e tests.
**What this PR does / why we need it**:
When calling GKE API and gcloud in Autoscaling e2 tests, take into account that clusters can be regional.
This currently uses MultiZonal as an indicator that cluster is regional, which is suboptimal, but considering that our tests do not work with multizonal clusters at the moment, there is no regression.This should be changed once there is an indicator available that the cluster is regional.

This PR adds pod related conformance annotations to the e2e test suite.
The PR fixes a portion of #53822. It focuses on adding conformance annotations as defined by the Kubernetes Conformance Workgroup for a subset of the empty dir and host based e2e conformance tests.

Extend test/e2e/scheduling/nvidia-gpus.go to track resource usage of
installer and device plugin containers.
To support this, exports certain functions and fields in
framework/resource_usage_gatherer.go so that it can be used in any
e2e test to track any specified pod resource usage with the specified
probe interval and duration.
**What this PR does / why we need it**:
We need to quantify the resource usage of the device plugin DaemonSet to make sure it can run reliably on nodes with GPUs.
We also want to measure gpu driver installer resource usage to track any unexpected resource consumption during driver installation.

When calling GKE API andd gcloud, take into account
that clusters can be regional.
This currently uses MultiZonal as an indicator that
cluster is regional, which is suboptimal, but considering
that our tests do not work with multizonal clusters
at the moment, there is no regression.
This should be changed once there is an indicator available
that the cluster is regional.

E2E Performance test to print latency numbers for vsphere volume lifecycle operations

E2E scale test for vSphere Cloud Provider Volume lifecycle operations
This PR adds an E2E test for vSphere Cloud Provider which will create/attach/detach/detach the volumes at scale with multiple threads based on user configurable values for number of volumes, volumes per pod and number of threads. (Since this is a scale test, number of threads would be low. This is only used to speed up the operation)
Test performs following tasks.
1. Create Storage Classes of 4 Categories (Default, SC with Non Default Datastore, SC with SPBM Policy, SC with VSAN Storage Capalibilies.)
2. Read VCP_SCALE_VOLUME_COUNT from System Environment.
3. Launch VCP_SCALE_INSTANCES go routines for creating VCP_SCALE_VOLUME_COUNT volumes. Each go routine is responsible for create/attach of VCP_SCALE_VOLUME_COUNT/VCP_SCALE_INSTANCES volumes.
4. Read VCP_SCALE_VOLUMES_PER_POD from System Environment. Each pod will be have VCP_SCALE_VOLUMES_PER_POD attached to it.
5. Once all the go routines are completed, we delete all the pods and volumes.

Don't share nodePort service in session affinity tests
**What this PR does / why we need it**:

Spent sometime to dig into it today, found this test is flaky mostly because it sends out service requests before kube-proxy reacts on the service session affinity update, hence multiple endpoints are responding instead of one. It is more flaky in alpha CIs probably due to different test sequences.
This PR creates a separate service with `sessionAffinity=ClientIP` so there wouldn't be a race between test begins and kube-proxy reacts. On the other hand, it also seems inappropriate to tweak the`config.NodePortService`, which is shared by other networking tests.

Fix Incorrect Scale Subresources and HPA e2e ScaleTargetRefs
The HPA e2es failed to actually set `apiVersion` on the created HPAs, which previous was ignored. Since the polymorphic scale client was merged, this behavior is no longer tolerated (it was never correct to begin with, but it accidentally worked).
Additionally, the `apps` resources have their own version of scale. Until `apps/v1beta1` and `apps/v1beta2` go away, we need to support those versions in the scale client.
Together, these broke some of the HPA e2es.

This commit fixes an issue where in clusters which have FQDN as the node names,
one of the scheduling predicates tests will fail because it will try and run a
pod with a name that violates DNS-1123 rules. As an example, one such pod name
could look like "filler-pod-kube-node-0.kubelet.mesos".

Node autoprovisioning e2e test.
This PR adds test scenario for cluster-autoscaler in GKE for node autoprovisioning.
apps/v1betaX inadventertently contains its own variant of Scale. In
order to support scaling Deployments, ReplicaSets, etc, we need to support
these versions of Scale as well.
Previously, the HPA controller ignored APIVersion when resolving the
scale subresource for a kind, meaning if it was set incorrectly in the
HPA's scaleTargetRef, it would not matter. This was the case for
several of the HPA e2e tests.
Since the polymorphic scale client merged, APIVersion now matters. This
updates the HPA e2es to care about APIVersion, by passing kind as a full
GroupVersionKind, and not just a string.
