Add mellanox_hca_temp text collector example (#1128)

* deleted_libraries: Upgrade to Python 3

Python 2.7 will not be maintained past 2020. Therefore upgrade
text_collector_examples/deleted_libraries.py to Python 3.

* Add mellanox_hca_temp text collector example

mellanox_hca_temp is a script that reads Mellanox HCA temperature using
the Mellanox mget_temp_ext tool.
