Override recycler pod in GCE

Override the default nfs and hostpath recycler pod with the busybox image from gcr.io/google-containers. It does this by:
* writing out the new recycler pod spec to /home/kubernetes

[Test Fix] Make requirements less precise for disk eviction test
**What this PR does / why we need it**:
Makes the local storage eviction test require less precision. On coreos and other OS distributions which report the actual disk usage, rather than apparent, an empty file can consume disk space.
Since the test creates 299 files (each containing 1Mb of data), the extra 4kb disk space reported by each file causes the test in its current form to fail, because it exceeds the 300Mb limit. (4kb * 299 > 1 Mb).
This change makes the test only create 297 files, which will ensure that small differences in distributions like this do not cause the test to fail.
This behavior was actually meant to be tested in the `LocalStorageCapacityIsolationEviction` test, but was omitted. I have added a test case to that test as well.

Fix GKE system spec for OS images with kernel version 4.10+
Two changes are required for validating images with kernel version 4.10+.
1. Update the spec in gke.yaml to allow 4.10+ kernel.

[Test Fix] Fake docker client can remove containers which have not been started
**What this PR does / why we need it**:
During kubemark-5000 scalability tests, which use the fake docker client, we encountered a bug where containers where the pod was deleted before the container was started could not be deleted.
This is because we only remove pods from the `ExitedContainers` list. Containers are only added to this when they have been created, started, and then stopped. However, containers that have only been created, but not started cannot be deleted. This PR fixes this issue by allowing containers with `State.Running=false` to be deleted.

Add brackets around IPv6 addrs in e2e test IP:port endpoints
There are several locations in the e2e tests where endpoints of the
form IPv6:port use IPv6 addresses directly, without surrounding brackets.
Brackets are required around IPv6 addresses in this case, in order to
distinguish the colons in the IPv6 address from the colon immediately
preceding the port.
Also, wherever the curl command might be used with an IPv6 address
surrounded in brackets, the "-g" argument is added to the curl
command line arguments so that the brackets can be interpreted
correctly.

kube-apiserver: enable admissionregistration v1beta1 api by default
We have this enabled in the GCE cluster and in local-cluster-up, but forgot to switch the default. If we want people to use this feature by default in production clusters, we better enable the API.
Moreover, this PR fixes that beta works without alpha.

Support autoprobing floating-network-id for openstack cloud provider
Currently if user doesn't specify floatingnetwork-id and loadbalancer.openstack.org/floating-network-id annotation, openstack cloud provider can't create a external LoadBalancer service.
Actually we can get floatingnetwork-id automatically.
If we get multiple floatingnetwork-ids, then ask user to specify one, or we use the floatingnetwork-id to create floatingip for external LoadBalancer service.

Make audit batch webhook backend configurable
This PR adds an ability to configure key parameters for the most important audit backend at-scale, so that if the default parameters don't fit and audit events are lost/delayed, it's possible to adjust these parameters to fix the problem. In the future those parameters will stay, but will be used to populate the values for the generic buffering backend, both for webhook and log backends.
