Fix typo in rbac setup in configure-helper.sh
Fixed a typo which was causing script to break while creating a GKE cluster.
Specifically, the line "setup-addon-manifests 'addons' 'rbac/legacy-kubelet-user-disabled' " was meant to refer to the directory cluster/addons/rbac/legacy-kubelet-user-disable. The extra "d" at the end of "disable" was causing the script to break.

Add MutatingWebhookConfiguration type
As part of Mutating Webhook support, this PR adds the configuration for Mutating webhooks. It also renames existing ReadOnly webhook configurations from ExternalAdmissionHookConfiguration to ValidatingWebhookConfiguration. As part of the process some sub-types are also renamed.
Lastly, the mutating webhook configurations are sorted by name to make the serial executing of them deterministic.

resync status on apiservices for aggregator
Adds a fairly tight (30 second) resync on the apiservices to force redetection of status. The checks aren't very expensive and there are relatively few apiservices. Taking a little resync pain here is cheaper than the fallout for all clients.

code-generator: move kube group list out of client-gen
We had a hard-coded group list in the client-gen code for the internal Kubernetes api groups. For the external groups, we collected the actual GVs in update-codegen.sh. This PR does the latter for internal groups as well.

Move core API to pkg/apis/core

This moves the types in pkg/api and most of pkg/api/v1 to pkg/apis/core to match the other api groups, following-up on what https://github.com/kubernetes/kubernetes/pull/44784 did for the external types.
It's a nearly 100% mechanical package move with a number of trivial fixups in code-generators and in tests which do string comparisons of types via reflection.
**Most importantly:**
- group names are unchanged
- apimachinery semantics are unchanged
- the outside api is unchanged.
Note that some packages for helpers are left in pkg/api/v1. Splitting them into helpers which belong tightly to the api and those which are not is left to follow-ups.

Add extra-args configs to kubernetes-worker charm

This adds `kubelet-extra-args` and `proxy-extra-args` config options to the kubernetes-worker charm, which allow operators to pass arbitrary configuraton to the kubelet and kube-proxy services.
This also fixes a bug where the equivalent config options on kubernetes-master (`api-extra-args`, `controller-manager-extra-args`, `scheduler-extra-args`) don't remove arguments from the services when they are removed from the config.

Implement dummy device operation by netlink for ipvs proxier
**What this PR does / why we need it**:
Currently, we implement network interface operations, e.g. create a dummy device and delete a dummy interface via ip cmd and then collect the exist code. For example, we assume the following command:

ip link add kube-ipvs0 type dummy
```
returns 2 means the dummy device `kube-ipvs0` exists, see https://github.com/kubernetes/kubernetes/blob/master/pkg/proxy/ipvs/proxier.go#L1529 .
However, from the man page of ip command, exit status 2 just means an error was reported by the kernel, see http://man7.org/linux/man-pages/man8/ip.8.html#EXIT_STATUS.
So, that's a bug.
This PR implements dummy device operation by netlink for ipvs proxier so that can get ride of ip command operations.
