Obfuscates ACL tokens appearing in /v1/acl/<verb>/<token> APIs. (#3276)

* Obfuscates ACL tokens appearing in /v1/acl APIs.

* Makes test positively identify the desired strings.

* Adds an example and explanation of the regular expression.
