* Fix panic in ARM builds of Prometheus (#6110)
An extra sync.Pool was added during a refactor which caused some 64 bit,
atomically accessed variables to no longer be 64 bit aligned. By moving
all atomically accessed variables to the beginning of the struct they
are guaranteed to be 64 bit aligned.

* Added query logging for prometheus.
Options added:
1) active.queries.filepath: Filename where queries will be recorded
2) active.queries.filesize: Size of the file where queries will be recorded.
Functionality added:
All active queries are now logged in a file. If prometheus crashes unexpectedly, these queries are also printed out on stdout in the rerun.
Queries are written concurrently to an mmaped file, and removed once they are done. Their positions in the file are reused. They are written in json format. However, due to dynamic nature of application, the json has an extra comma after the last query, and is missing an ending ']'. There may also null bytes in the tail of file.

fsnotify v1.3.1 uses unix.InotifyInit() which is not available on
mips64/mips64le. Updating to a newer version allows builds to succeed on
these platforms.

With v0.16.0 Alertmanager introduced a new API (v2). This patch adds a
configuration option for Prometheus to send alerts to the v2 endpoint
instead of the defautl v1 endpoint.

Currently, When `/etc/mime.types` has a unusual mime type, web of prometheus uses the type and you may get unexpected result.
With this change, web returns consistent Content-Type header for static js and css files
To reproduce:
1. Add a type at the end of `/etc/mime` like `text/x-js js`
2. Run prometheus
3. Request js file like `http://localhost:9090/static/vendor/js/jquery.min.js`
4. You will see Content-Type of the response is `text/x-js` instead of `application/javascript`

* Move seriesMtx locking in QueueManager's StoreSeries function.
This stops us from calling release for strings that aren't interned if
there's a race between reading a checkpoint and storing new series
labels, which could happen during checkpointing or reloading config.

The goal is to remove almost all references to the
golang.org/x/net/context package.

It also replaces github.com/cockroachdb/cmux by github.com/soheilhy/cmux

hashicorp/serf is only required as a dependency of hashicorp/consul so
bumping the version has no direct consequence for Prometheus itself. The
net gain is that we don't depend anymore on launchpad.net/gocheck which
required the bzr binary to be installed.

- Remove prometheus_remote_queue_last_send_timestamp_seconds metric. Its not particularly useful, we have highest_timestamp_seconds.
- Factor out maxGauage, a gauge that only increases.
- Change sharding calculations to use max samples in timestamp - max samples out timestamp (not rates).
- Also include the ratio of samples dropped to correctly predict number of pending samples.

- Remove datarace in the exported highest scrape timestamp.
- Backoff on enqueue should be per-sample - reset the result for each sample.
- Remove diffKeys, unused ctx and cancelfunc in WALWatcher, 'name' from writeTo interface, and pass it to constructor.
- Reorder functions in WALWatcher depth-first according to call graph.
- Fix vendor/modules.txt.
- Split out the various timer periods into consts at the top of the file.
- Move w.currentSegmentMetric.Set close to where we set the currentSegment.
- Combine r.Next() and isClosed(w.quit) into a single loop.
- Unnest some ifs in WALWatcher.watch, propagate erros in decodeRecord, add some new lines to make it easier to read.
- Reorganise checkpoint handling to reduce nesting and make it easier to follow.
