Go's built-in append() grows larger slices with factor 1.3, which means we do a lot more allocating and copying for larger postings.

Case 1: OOO in-memory head chunk overlaps with first mmaped in-order chunk.

This triggers ChunkOrIterableWithCopy not including OOO head chunks bug.
Similar to #14693 however testing the end of the interval doesn't
trigger the problem because there the in-order head chunk will be
trimmed with a tombstone, causing the code to switch to ChunkOrIterable
which was fixed.
See a36d1a8a92/tsdb/querier.go (L646)
where len(p.bufIter.Intervals) will be non zero, because it includes the
tombstone to trim the result to the query max time.
Thus a new test is added to check the overlap at the beginning of the
interval that has a separate chunk, which does not need trimming.
Note: same test doesn't fail for sample querier in Test_Querier_OOOQuery
as that doesn't use copy, that is copyHeadChunk is false in the if
condition above.
Case 2:
OOO mmaped head chunk overlaps with first mmaped in-order chunk.

In this case the meta contains the reference of the in-order chunk and

Several things done here:
- Set `max-issues-per-linter` to 0 so that we actually see all linter
warnings and not just 50 per linter. (As we also set
`max-same-issues` to 0, I assume this was the intention from the
beginning.)
- Stop using the golangci-lint default excludes (by setting
`exclude-use-default: false`. Those are too generous and don't match
our style conventions. (I have re-added some of the excludes
explicitly in this commit. See below.)
- Re-add the `errcheck` exclusion we have used so far via the
defaults.
- Exclude the signature requirement `govet` has for `Seek` methods
because we use non-standard `Seek` methods a lot. (But we keep other
requirements, while the default excludes completely disabled the
check for common method segnatures.)
- Exclude warnings about missing doc comments on exported symbols. (We
used to be pretty adamant about doc comments, but stopped that at
some point in the past. By now, we have about 500 missing doc
comments. We may consider reintroducing this check, but that's
outside of the scope of this commit. The default excludes of
golangci-lint essentially ignore doc comments completely.)
- By stop using the default excludes, we now get warnings back on
malformed doc comments. That's the most impactful change in this
commit. It does not enforce doc comments (again), but _if_ there is
a doc comment, it has to have the recommended form. (Most of the
changes in this commit are fixing this form.)
- Improve wording/spelling of some comments in .golangci.yml, and
remove an outdated comment.
- Leave `package-comments` inactive, but add a TODO asking if we
should change that.
- Add a new sub-linter `comment-spacings` (and fix corresponding
comments), which avoids missing spaces after the leading `//`.

The basic idea is that getOOOSeriesChunks can populate Meta.Chunk, but since
it only returns one Meta per overlapping time-slot, that pointer may end up in a
Meta with a head-chunk ID. So we need HeadAndOOOChunkReader.ChunkOrIterable()
to call mergedChunks in that case.
Previously, mergedChunks was checking that meta.Ref was a valid OOO chunk reference,
but it never actually uses that reference; it just finds all chunks overlapping in time.
So we can delete that code.

In `mmapCurrentOOOHeadChunk`, check if the number is at the maximum and
drop the data with an error log. This is not expected to happen as the
maximum is over 8 million; that's 8 years of 1 sample every second.

* chunkenc: allow missing empty buckets on histogram append
Allow appending to chunks when the histogram to be added is missing
some buckets, but the missing buckets are empty in the chunk.
For example bucket at index 5 is present in the chunk, but its value
is 0 and the new histogram doesn't have a bucket at index 5.
This fixes an issue of merging chunks where one chunk was recoded to
retroactively have some empty buckets in all the histograms and we are
merging in a histogram that doesn't have the empty bucket (because it
was not recoded yet).
The operation alters the histogram that is being added, however this has
already been the case when appending gauge histograms. Thus the test
TestHistogramSeriesToChunks in storage package is changed to explicitly
test what happened to the appended histogram - Compact(0) call is removed.
The new expandIntSpansAndBuckets and expandFloatSpansAndBuckets functions
are a merge of expandSpansForward and counterResetInAnyBucket and
counterResetInAnyFloatBucket.

We don't use seriesShard during DB initialization, so we can use the
same 8 bytes to store mmMaxTime, and save those during the rest of the
lifetime of the database.
This doesn't affect CPU performance.

The histogram stats decoder keeps track of the last seen histogram sample
in order to properly detect counter resets. We are seeing an issue where
a histogram with UnknownResetHint gets treated as a counter reset when it follows
a stale histogram sample.
I believe that this is incorrect since stale samples should be completely ignored
in PromQL. As a result, they should not be stored in the histogram stats iterator
and the counter reset detection needs to be done against the last non-stale sample.

In each case the following member requires 8-byte alignment, so moving

Calling `*armnetwork.InterfacesClient.Get()` doesn't work for Scale Set
VM NIC, because these use a different Resource ID format.
Use `*armnetwork.InterfacesClient.GetVirtualMachineScaleSetNetworkInterface()`
instead. This needs both the scale set name and the instance ID, so
add an `InstanceID` field to the `virtualMachine` struct. `InstanceID`
is empty for a VM that isn't a ScaleSetVM.

* fix(discovery): allow requireUpdate util to timeout in discovery/file/file_test.go.
The loop ran indefinitely if the condition isn't met.
Before, each iteration created a new timer channel which was always outpaced by
the other timer channel with smaller duration.
minor detail: There was a memory leak: resources of the ~10 previous timers were
constantly kept. With the fix, we may keep the resources of one timer around for defaultWait
but this isn't worth the changes to make it right.

* storage: skip merging when no remote storage configured
Prometheus is hard-coded to use a fanout storage between TSDB and
a remote storage which by default is empty.
This change detects the empty storage and skips merging between
result sets, which would make `Select()` sort results.
Bottom line: we skip a sort unless there really is some remote storage
configured.

Optimize histogram iterators
Histogram iterators allocate new objects in the AtHistogram and
AtFloatHistogram methods, which makes calculating rates over long
ranges expensive.
In #13215 we allowed an existing object to be reused
when converting an integer histogram to a float histogram. This commit follows
the same idea and allows injecting an existing object in the AtHistogram and
AtFloatHistogram methods. When the injected value is nil, iterators allocate
new histograms, otherwise they populate and return the injected object.
The commit also adds a CopyTo method to Histogram and FloatHistogram which
is used in the BufferedIterator to overwrite items in the ring instead of making
new copies.
Note that a specialized HPoint pool is needed for all of this to work
(`matrixSelectorHPool`).

* Labels: Add DropMetricName function, used in PromQL (#13446)
This function is called very frequently when executing PromQL functions,
and we can do it much more efficiently inside Labels.
In the common case that `__name__` comes first in the labels, we simply
re-point to start at the next label, which is nearly free.
`DropMetricName` is now so cheap I removed the cache - benchmarks show
everything still goes faster.

Lifting an optimisation from Agent code, `seriesHashmap.del` can use
the unique series reference, doesn't need to check Labels.
Also streamline the logic for deleting from `unique` and `conflicts` maps,
and add some comments to help the next person.

I have been the de-facto maintainer for native histograms from the
beginning. So let's put this into MAINTAINERS.md.
In addition, I hereby proposose George Krajcsovits AKA Krajo as a
co-maintainer. He has contributed a lot of native histogram code, but
more importantly, he has contributed substantially to reviewing other
contributors' native histogram code, up to a point where I was merely
rubberstamping the PRs he had already reviewed. I'm confident that he
is ready to to be granted commit rights as outlined in the
"Maintainers" section of the governance:

Mutex is 8 bytes; RWMutex is 24 bytes and much more complicated. Since
`RLock` is only used in two places, `UpdateMetadata` and `Delete`,

* Fix last_over_time for native histograms
The last_over_time retains a histogram sample without making a copy.
This sample is now coming from the buffered iterator used for windowing functions,
and can be reused for reading subsequent samples as the iterator progresses.
I would propose copying the sample in the last_over_time function, similar to
how it is done for rate, sum_over_time and others.

* Add ShardedPostings() support to TSDB (#10421)
This PR is a reference implementation of the proposal described in #10420.
In addition to what described in #10420, in this PR I've introduced labels.StableHash(). The idea is to offer an hashing function which doesn't change over time, and that's used by query sharding in order to get a stable behaviour over time. The implementation of labels.StableHash() is the hashing function used by Prometheus before stringlabels, and what's used by Grafana Mimir for query sharding (because built before stringlabels was a thing).
Follow up work
As mentioned in #10420, if this PR is accepted I'm also open to upload another foundamental piece used by Grafana Mimir query sharding to accelerate the query execution: an optional, configurable and fast in-memory cache for the series hashes.

Instead of carrying around extra fields in `Meta` structs which let us
approximate what was in the chunk at the time, take a copy of the chunk.
This simplifies lots of code, and lets us correct a couple of tests which
were embedding the wrong answer.
We can also remove boundedIterator, which was only used to constrain
the OOO head chunk.

* Pass affected labels to MemPostings.Delete
As suggested by @bboreham, we can track the labels of the deleted series
and avoid iterating through all the label/value combinations.
This looks much faster on the MemPostings.Delete call. We don't have a
benchmark on stripeSeries.gc() where we'll pay the price of iterating
the labels of each one of the deleted series.

The only call we have to LabelValuesFor() has an index.Postings, and we
expand it to pass to this method, which will iterate over the values.
That's a waste of resources: we can iterate on the index.Postings
directly.
If there's any downstream implementation that has a slice of series,
they can always do an index.ListPostings from them: doing that is
cheaper than expanding an abstract index.Postings.

* MemPostings.PostingsForLabelMatching: let mutex go
This changes the `MemPostings.PostingsForLabelMatching` implementation
to stop holding the read mutex while matching the label values.
We've seen that this method can be slow when the matcher is expensive,
that's why we even added a context expiration check.
However, there are critical process that might be waiting on this mutex:
writes (adding new series) and compaction (deleting the
garbage-collected ones), so we should avoid holding it for a long period
of time.
Given that we've copied the values to a slice anyway, there's no need to
hold the lock while matching.

MemPostings.Delete is called from Head.gc(), i.e. it gets the IDs of the
series that have churned.
I'd assume that many label values aren't affected by that churn at all,
so it doesn't make sense to touch the lock while checking them.

It's quite common during the compaction cycle to hold series IDs for
series that aren't in the TSDB head anymore.
We shouldn't fail if that happens, as the caller has no way to figure
out which one of the IDs doesn't exist.

Now the error will include the timestamp and the existing and new values.
When you are trying to track down the source of this error, it can be
useful to see that the values are close, or alternating, or something
else.

As promised, I bring a benchmark, which shows a very small improvement
if context is checked every 128 iterations of label instead of every
100.
It's much easier for a computer to check modulo 128 than modulo 100.
This is a very small 0-2% improvement but I'd say this is one of the
hottest paths of the app so this is still relevant.

Add method `PostingsForLabelMatching` to `tsdb.IndexReader`, to obtain postings for labels with a certain name and values accepted by a provided callback, and use it from `tsdb.PostingsForMatchers`.
The intention is to optimize regexp matcher paths, especially not having to load all label values before matching on them.
Plus tests, and refactor some `tsdb/index.Reader` methods.
Benchmarking shows memory reduction up to ~100%, and speedup of up to ~50%.

Thanos can create and destroy TSDBs dynamically, and once a TSDB
disappears its files are deleted. Calculating the size of the
WAL then fails with errors like:

* Stop compactions if there's a block to write
db.Compact() checks if there's a block to write with HEAD chunks before calling db.compactBlocks().
This is to ensure that if we need to write a block then it happens ASAP, otherwise memory usage might keep growing.
But what can also happen is that we don't need to write any block, we start db.compactBlocks(),
compaction takes hours, and in the meantime HEAD needs to write out chunks to a block.
This can be especially problematic if, for example, you run Thanos sidecar that's uploading block,
which requires that compactions are disabled. Then you disable Thanos sidecar and re-enable compactions.
When db.compactBlocks() is finally called it might have a huge number of blocks to compact, which might
take a very long time, during which HEAD cannot write out chunks to a new block.
In such case memory usage will keep growing until either:
- compactions are finally finished and HEAD can write a block
- we run out of memory and Prometheus gets OOM-killed
This change adds a check for pending HEAD block writes inside db.compactBlocks(), so that
we bail out early if there are still compactions to run, but we also need to write a new
block.
Also add a test for compactBlocks.
