Currently we are using RegExp `/\=(.+)/` to catch key-value
of environment variables, which could not match empty-value
environment variables such as `KEY=`.
This commit will change the RegExp to `/\=(.*)/`, which

* fix repository reload got error in remove tags
When I remove all tags, removeTags() will reload and do initView() again, but data.tags response null, that trigger data.tags.length got error.
