Update agent version to 1.8.3 (#119) 
* Update agent version to 1.8.3

Changes:
 - amplify.agent.common.runner migrated to latest PEP 3143 implementation,
 - added support for packaging Ubuntu 24.04 "noble",
 - fixed package building for RHEL 9.

* packages: fixed issues found by internal CI
