Fixing vSphere Cloud Provider to use "vsphere-cloud-provider" to create ClientBuilder **What this PR does / why we need it**: vSphere cloud Provider is not using lower case naming while creating clientBuilder. With this fix, ClientBuilder is created using lowercase naming.
