Automatic merge from submit-queue. If you want to cherry-pick this change to another branch, please follow the instructions <a href="https://github.com/kubernetes/community/blob/master/contributors/devel/cherry-picks.md">here</a>. Add /home/kubernetes/bin into sudoers path, so that `sudo crictl` works. Add `/home/kubernetes/bin` to sudoers path, so that user can call `sudo crictl` directly.
