Automatic merge from submit-queue. If you want to cherry-pick this change to another branch, please follow the instructions <a href="https://github.com/kubernetes/community/blob/master/contributors/devel/cherry-picks.md">here</a>. pkg/controller: remove old clientbuilder methods everything has moved to client-go now so these are the same as the original Client* methods. The only functional change is the collapse of the "horizontal-pod-autoscaler" from one client to two.
