Move from glog to klog 
- Move from the old github.com/golang/glog to k8s.io/klog
- klog as explicit InitFlags() so we add them as necessary
- we update the other repositories that we vendor that made a similar
change from glog to klog
  * github.com/kubernetes/repo-infra
  * k8s.io/gengo/
  * k8s.io/kube-openapi/
  * github.com/google/cadvisor
- Entirely remove all references to glog
- Fix some tests by explicit InitFlags in their init() methods

Justin Santa Barbara 58fc3c8c23 Introduce test harness into unit tests 
The harness lets us execute code after the test has completed.

Use it to clean-up temp dirs in the flexvolume tests (initially).

p0lyn0mial dd9de90b0a the changes introduced in this commit plumbs in the generic scaler into kubectl. 
note that we don't change the behaviour of kubectl.
For example it won't scale new resources. That's the end goal.
The first step is to retrofit existing code to use the generic scaler.
