Ryan Hitchman 7a573d4d3c Add test_list command, to enumerate unit and e2e tests. 
This uses go/parser and go/ast to analyze all test files in ~1 second.
It only recognizes a few simple structures that the tests all have, and
modifies a few tests to fit expected structure better.

This is part of an effort to ensure all tests have owners, by having a
verify check to catch new tests being added without an owner.

remove [Conformance] flag on some e2es 

Downstream distributions that absorb the upstream tests would like to give their customers a standard mechanism to validate their clusters, post setup. As of today [Conformance] works for most things, but there are a known set of tests that vary due to opinionated differences around networking, security, etc... and providing a complete skip list can be cumbersome.  To address this, we've simply modified the flag on some tests to [Conformance:Variant].  All existing behavior should be maintained.

additional output

 - print time spent getting ready to run proxy attempts
 - number of test cases
 - multiple attempts of each test case
 - how many total proxying attempts will be made
 - fast path output now has numerical identity of attempt like error output
 - error output has time taken and http status like fast path output

batching runs

 - run groups of test cases vs starting all 34*20=680 proxy attempts at
   the same time.
 - don't wait between starting proxy attempts anymore.

proxy e2e changes

 - disable the client side rate limiter
 - use `By` construct of ginkgo for inline `STEP` logging
 - move the waitGroup add outside of the loop

Dr. Stefan Schimanski 17e6797d72 Decouple explicit access from port 80 
Flake #26210 only happens for port 80. To decouple the possible causes, all
tests with explicit port 80 are moved to port 1080 (these were 80% of the flakes).
The urls without a specified port (which map to port 80 though) are left untouched.

If port 1080 does not show up as flake now, there is really a connection to the
actual port number.

- remove skip list from conformance-test.sh and filter by the new tag
- remove experimental api tests from conformance test suite
- remove all tests from conformance test suite which are either
  restricted to e.g. gce, gke, aws or require SSH
