We had IDRange in both types prior 9440a68744 commit that splitted it
into UserIDRange/GroupIDRange. Later, in c91a12d205 commit we had to
revert this changes because they broke backward compatibility but
UserIDRange/GroupIDRange struct left in the internal type.
This commit removes these leftovers and reduces the differences
between internal and external types.

Change seccomp annotation from "docker/default" to "runtime/default"

This PR changes seccomp annotation from "docker/default" to "runtime/default", so that it is can be applied to all kinds of container runtimes. This PR is a followup of [#1963](https://github.com/kubernetes/community/pull/1963).

Introduce PodSecurityPolicy in the policy/v1beta1 API group
Types/constants are completely the same as in `extensions/v1beta1` except that they are located outside of the `extensions` API group.
**What this PR does / why we need it**:
This is the first step for migrating PSP-related stuff away of `extensions` group. See #43214 for more information.
Also it related to https://github.com/kubernetes/features/issues/5

fix pdb validation bug on spec
**What this PR does / why we need it**:
When working on issue #48691, I found a bug on current [pdb validation on spec](https://github.com/kubernetes/kubernetes/blob/master/pkg/apis/policy/validation/validation.go#L41-L42). This validation is to check `PodDisruptionBudgetSpec` instead of the whole obj. Currently when doing updates, this check will fail as always.

This commit regenerates the protobuf as per the recent generation
changes (removing erroneous imports, adding k8s.io/metrics), and
syncs the changes to client-go (which also ensures that client-go
protobuf IDL has the correct package names).

pkg/controller/{cronjob,deployment,daemon,job,replicaset,statefulset}/OWNERS
except removed inactive user bprashanth
Created OWNERS_ALIASES called sig-apps-api-reviewers as the intersection
of sig-apps-reviewers and the approvers from pkg/api/OWNERS.
Used those OWNERS_ALIASES as the reviewers/approvers for the disruption controller,
and API.
