Madhusudan.C.S c3d5113365 Delete cluster role and their bindings federated clusters.
This is part of the namespace deletion big hammer. `kubefed join` not
just creates federation-system namespace, but also cluster role and
cluster role bindings in the joining clusters. Sometimes unjoin fails
to delete them. So we use a big hammer here to delete them.

This smells like a real problem in kubefed and needs investigation.
This is a short term fix to unblock the submit queue.

Madhusudan.C.S c30afde32e Delete federation system namespace from all the federated clusters.
This is a big hammer. `kubefed join` creates federation-system namespace
in the joining clusters if they don't already exist. This namespace
usually exists in the host cluster and hence cannot be deleted while
unjoining. So in order to be safe, we don't delete the federation-system
namespace from any federated cluster while unjoining them. This causes
a problem in our test environment if certain resources are left in the
namespace. Therefore we are deleting all federation-system namespace in
all the clusters.

Madhusudan.C.S 60d10e9e27 Do not delete PVs with --all, instead delete them selectively.
PV is a non-namespaced resource. Running `kubectl delete pv --all`, even
with `--namespace` is going to delete all the PVs in the cluster. This
is a dangerous operation and should not be deleted this way.

Instead we now retrieve the PVs bound to the PVCs in the namespace we
are deleteing and delete only those PVs.

Fixes issue #46380.

Kubernetes Submit Queue b9a5a5c9b3 Merge pull request #42748 from dcbw/cfssl-localup
Automatic merge from submit-queue (batch tested with PRs 43866, 42748)

hack/cluster: download cfssl if not present

hack/local-up-cluster.sh uses cfssl to generate certificates and
will exit it cfssl is not already installed.  But other cluster-up
mechanisms (GCE) that generate certs just download cfssl if not
present.  Make local-up-cluster.sh do that too so users don't have
to bother installing it from somewhere.

Dan Williams b3705b6e35 hack/cluster: consolidate cluster/ utils to hack/lib/util.sh
Per Clayton's suggestion, move stuff from cluster/lib/util.sh to
hack/lib/util.sh.  Also consolidate ensure-temp-dir and use the
hack/lib/util.sh implementation rather than cluster/common.sh.

Also build the hyperkube docker image on-the-fly.

This is only a temporary fix until the proposal in issue
https://github.com/kubernetes/kubernetes/issues/28630 is implemented.

Also, the new build/deployment method completely obviates this step.

We use debian image instead of busybox and do not build hyperkube as a
static binary yet. Wait until PR
https://github.com/kubernetes/kubernetes/pull/26028 is merged to build
static hyperkube binaries.

Madhusudan.C.S 3ac2ab39b8 Change the name of the secret that delivers federation kubeconfig.
The current name, federation-apiserver-secret, is very similar to the
other secret we have, federation-apiserver-secrets, that delivers
somewhat similar data but in a different format. This is extremely
confusing, particularly while debugging.

This change should soothe the pain.

federation: fix dns provider initialization issues

This PR is based on the integration test with Google DNS API. This is the first time of full integration test.
So multiple issues was found and I combined all of them in this single PR

1. add dns provider initialization and add ensureDns call when removing federation service.
2. add new flags federation-name and zone-name to controller manager, both are used as part of the dns record name
3. fix assertion failure at rrsets.go#L61, which will cause panic
4. change getFederationDNSZoneName to get zoneName from config instead of hard code
5. change logic of ensureDnsRrsets, only add new dns record when endpointReachable(set to true when ready address is catched) is true
6. fix bug in processEndpointUpdate, only call ensuredns when ready address is caught
7. change behavior of syncService, there is cases that endpoint is created before ingress IP assignment, so before there is defect for this case, ensureDns was not called when service being updated, so if Ingress IP is assigned after endpoint ready address is caught, the corresponding A records can not be created
8. add a checking before update federation service

Updating federation up scripts to work in non e2e setup

Updating the federation up scripts so that they work as per steps in https://github.com/kubernetes/kubernetes.github.io/pull/656.

Changes are:
* Updating the default namespace to be "federation" instead of "federation-e2e"
* Updated the kubeconfig context to be named "federation-cluster" instead of "federated-context"
* Fixing federation-up so that FEDERATION_IMAGE_TAG is set even when federation-up is run without running `e2e.go --up`. e2e-up.sh sets it here: 6a388d4a0d/hack/e2e-internal/e2e-up.sh (L44).
* Adding a "missingkey=zero" option to template parser. Without this, the parser adds `"<no value>"` at the place of an env var that is not set. With this change, it instead replaces it with the corresponding zero value (for ex "" for strings). This is required for the FEDERATION_DNS_PROVIDER_CONFIG env var.
