Previously, the scheduler created two separate list watchers. This
changes the scheduler to be able to leverage a shared informer, whether
passed in externally or spawned using the new in place method. This
removes the last use of a "special" informer in the codebase.
Allows someone wrapping the scheduler to use a shared informer if they
have more information avaliable.
Tokens controller previously needed a bit of extra help in order to be
safe for concurrent use. The new MutationCache allows it to keep a local
cache and still use a shared informer. The filtering event handler lets
it only see changes to secrets it cares about.

Promoting apiregistration api from v1alpha1 to v1beta1.
API Registration is responsible for registering an API `Group`/`Version` with
another kubernetes like API server. The `APIService` holds information
about the other API server in `APIServiceSpec` type as well as general
`TypeMeta` and `ObjectMeta`. The `APIServiceSpec` type have the main
configuration needed to do the aggregation. Any request coming for
specified `Group`/`Version` will be directed to the service defined by
`ServiceReference` (on port 443) after validating the target using provided
`CABundle` or skipping validation if development flag `InsecureSkipTLSVerify`
is set. `Priority` is controlling the order of this API group in the overall
discovery document.
The return status is a set of conditions for this aggregation. Currently
there is only one condition named "Available", if true, it means the
api/server requests will be redirected to specified API server.

- performs create/read/update/delete on federation resources and validates that the changes are propagated to member clusters.
- uses an abstraction layer (fixture and adapter) to minimize the code required to support each federated type
- It should be possible to replace a test-specific adapter with a runtime adapter in the future (as per #41050)
- reuses fixture (federation api and clusters) across different resource types to minimize setup overhead
- on a fast machine, setup takes ~4s, and validating each type takes ~2s
- uses the [Subtest feature added in Go 1.7](https://blog.golang.org/subtests) to allow the test for a specific controller to be run in isolation
- ``make test-integration WHAT="federation -test.run=TestFederationCRUD/secret"``
Once this PR merges the test can be extended to target other federated types.

The insecure port has been a source of problems and it will prevent proper aggregation into a cluster, so the genericapiserver has no need for it. It's still wired up in the command, but its no longer possible for someone to mess up and start using in mainline code.

node cache don't need to get all the information about every
candidate node. For huge clusters, sending full node information
of all nodes in the cluster on the wire every time a pod is scheduled
is expensive. If the scheduler is capable of caching node information
along with its capabilities, sending node name alone is sufficient.
These changes provide that optimization in a backward compatible way
- removed the inadvertent signature change of Prioritize() function
- added defensive checks as suggested
- added annotation specific test case
- updated the comments in the scheduler types
- got rid of apiVersion thats unused

I have had some issues with this change in the past, when I updated `pkg/quota` to use the new informers while `pkg/controller/resourcequota` remained on the old informers. In this PR, both are switched to using the new informers. The issues in the past were lots of flakey test failures in the ResourceQuota e2es, where it would randomly fail to see deletions and handle replenishment. I am hoping that now that everything here is consistently using the new informers, there won't be any more of these flakes, but it's something to keep an eye out for.
I also think `pkg/controller/resourcequota` could be cleaned up. I don't think there's really any need for `replenishment_controller.go` any more since it's no longer running individual controllers per kind to replenish. It instead just uses the shared informer and adds event handlers to it. But maybe we do that in a follow up.

Implement TTL controller and use the ttl annotation attached to node in secret manager
For every secret attached to a pod as volume, Kubelet is trying to refresh it every sync period. Currently Kubelet has a ttl-cache of secrets of its pods and the ttl is set to 1 minute. That means that in large clusters we are targetting (5k nodes, 30pods/node), given that each pod has a secret associated with ServiceAccount from its namespaces, and with large enough number of namespaces (where on each node (almost) every pod is from a different namespace), that resource in ~30 GETs to refresh all secrets every minute from one node, which gives ~2500QPS for GET secrets to apiserver.
Apiserver cannot keep up with it very easily.
Desired solution would be to watch for secret changes, but because of security we don't want a node watching for all secrets, and it is not possible for now to watch only for secrets attached to pods from my node.
So as a temporary solution, we are introducing an annotation that would be a suggestion for kubelet for the TTL of secrets in the cache and a very simple controller that would be setting this annotation based on the cluster size (the large cluster is, the bigger ttl is).
That workaround mean that only very local changes are needed in Kubelet, we are creating a well separated very simple controller, and once watching "my secrets" will be possible it will be easy to remove it and switch to that. And it will allow us to reach scalability goals.

Use full package path for definition name in OpenAPI spec
We were using short package name (last part of package name) plus type name for OpenAPI spec definition name. That can result in duplicate names and make the spec invalid. To be sure we will always have unique names, we are going to use full package name as definition name. Also "x-kubernetes-tag" custom field is added to definitions to list Group/Version/Kind for the definitions that has it. This will help clients to discover definitions easier.
Lastly, we've added a reference from old definition names to the new ones to keep backward compatibilities. The list of old definitions will not be updated.

- Rename OpenAPI definition names to type's full package names to prevent duplicates

[scheduler] interface for config
**What this PR fixes**
This PR converts the Scheduler configuration factory into an interface, so that
- the scheduler_perf and scheduler integration tests dont rely on the struct for their implementation
- the exported functionality of the factory (i.e. what it needs to provide to create a scheduler configuration) is completely explicit, rather then completely coupled to a struct.
- makes some parts of the factory immutable, again to minimize possible coupling.
This makes it easier to make a custom factory in instances where we might specifically want to import scheduler logic without actually reusing the entire scheduler codebase.

The namespace controller ignores thirdparty resources right now because verbs are not set. This PR sets a static list of verbs.

Updates the legacy API resource registration to emphasize its different-ness and to simplify supporting objects. The option has to remain in the genericapiserverconfig for multiple prefixes to enable cases where composers/extenders had composed additional groupless APIs. See OpenShift as an example.

As https://github.com/kubernetes/kubernetes/issues/30228#issuecomment-248779567 described, the GC did delete the garbage, it's the test logic failed.
The test used to rely on `gc.QueuesDrained()`, which could return before the GC finished processing. It seems to be the only possible reason of the test failure. Hence, this PR changed the test to poll for the deletion of garbage.

Change rbac roleref to reflect the information we want
@liggitt @ericchiang This is a version of https://github.com/kubernetes/kubernetes/pull/31359 which updates the `RoleRef` to be (I think) the type that we want, with a group, resource, and name.
This is **not** backwards compatible with any existing data. I'm ok with doing this since rbac was considered alpha, but its something to consider.
If we want this instead, I'll close the previous pull (or update it with this content).

This is alpha version of OpenAPI spec generation. Generated "/swagger.json" file (accessible on api server) is a valid OpenAPI spec with some warnings that will be fixed in next versions of spec generation. Currently it is possible to generate a client using this spec though I did not test the clients.

Implemented according to PR #26908. There are several patches in this PR with one huge code regen inside.
* Please review the API changes (the first patch) carefully, sometimes I don't know what the code is doing...
* `PV.Spec.Class` and `PVC.Spec.Class` is not implemented, use annotation `volume.alpha.kubernetes.io/storage-class`
* See e2e test and integration test changes - Kubernetes won't provision a thing without explicit configuration of at least one `StorageClass` instance!
* Multiple provisioning volume plugins can coexist together, e.g. HostPath and AWS EBS. This is important for Gluster and RBD provisioners in #25026
* Contradicting the proposal, `claim.Selector` and `volume.alpha.kubernetes.io/storage-class` annotation are **not** mutually exclusive. They're both used for matching existing PVs. However, only `volume.alpha.kubernetes.io/storage-class` is used for provisioning, configuration of provisioning with `Selector` is left for (near) future.
* Documentation is missing. Can please someone write some while I am out?
For now, AWS volume plugin accepts classes with these parameters:

SchedulerExtender: add failedPredicateMap in Filter() returns
Fix#25797. modify extender.Filter for adding extenders information to “failedPredicateMap” in findNodesThatFit.
When all the filtered nodes that passed "predicateFuncs" don’t pass the extenders filter, the failedPredicateMap hasn’t the extenders information, should add it, I think. So when the length of the “filteredNodes.Items” is 0, we can know the integral information. (The length of the “filteredNodes.Items” is 0, may be because the extenders filter failed.)

integration test: Modify PVs/PVCs during binding.
Previous volume binder code was not able to cope with PVs or PVCs getting modified during the binding process. Current one should be resilient to these changes, so let's test it.
It makes the test approximately twice as long as before, from ~2 seconds to ~4-5.
