`--runtime-config` is only useful if you have a lot of API groups in one server. If you have a single API group in your server (the vast majority of aggregated API servers), then the flag is unneeded and relatively complex. This moves it to closer to point of use.

Allow values to be wrapped prior to serialization in etcd
This adds a new value transformer to the etcd2 store that can transform
the value from etcd on read and write. This will allow the store to
implement encryption at rest or otherwise transform the value prior to
persistence.

Use Clientset interface in KubeletDeps

to the host filesystem while building hyperkube image. The recent change
in the build scripts has caused the binaries to be not copied to the
required locations. It must be explicitly copied by calling the build copy

Add OWNERS to the dockertools package
We are in the middle of switching to the CRI implementation. It's critical to minimize
the development of dockertools to avoid any more diversion. We should freeze any
non-essential changes to dockertools once CRI becomes the default. This change
adds an OWNERS file with a small group of people to ensure no unintentional changes
go through unnoticed.

After today's SIG meeting, it was discussed how to proceed with these
types of test-cmd tests. They will live in kubeamd/test/cmd and will
provide a flag that will allow you to skip them (--kubeadm-cmd-skip) and
by default will fail if kubeadm binary is not present
Test containers need to run as spc_t in order to interact with the host
filesystem under /tmp, as the tests for StatefulSet are doing. Docker
will transition the container into this domain when running the container
as privileged.

Remove checks for pods responding in deployment e2e tests

Remove it because it caused deployment e2e tests sometimes timed out waiting for pods responding, and pods responding isn't related to deployment controller and is not a prerequisite of deployment e2e tests.

refactor approver and signer interfaces to be consisten w.r.t. apiserver interaction
This makes it so that only the controller loop talks to the
API server directly. The signatures for Sign and Approve also
become more consistent, while allowing the Signer to report
conditions (which it wasn't able to do before).
