Allow watch cache to be disabled per type 
Currently setting watch cache size for a given resource does not disable
the watch cache. This commit adds a new `default-watch-cache-size` flag
to map to the existing field, and refactors how watch cache sizes are
calculated to bring all of the code into one place. It also adds debug
logging to startup to allow us to verify watch cache enablement in
production.

Clear values for disabled alpha fields

Fixes #51831

Before persisting new or updated resources, alpha fields that are disabled by feature gate must be removed from the incoming objects.

This adds a helper for clearing these values for pod specs and calls it from the strategies of all in-tree resources containing pod specs.

Implements history utilities for ControllerRevision in the controller/history package
StatefulSetStatus now has additional fields for consistency with DaemonSet and Deployment
StatefulSetStatus.Replicas now represents the current number of createdPods and StatefulSetStatus.ReadyReplicas is the current number of ready Pods

Support burst in stateful set scale up and down 
The alpha field podManagementPolicy defines how pods are created,
deleted, and replaced. The new `Parallel` policy will replace pods
as fast as possible, not waiting for the pod to be `Ready` or providing
an order. This allows for advanced clustered software to take advantage
of rapid changes in scale.

Monis Khan ed35deb69d
Default ObjectNameFunc for all REST Stores 
All Stores in Kubernetes follow the same logic for determining the name
of an object.  This change makes it so that CompleteWithOptions defaults
the ObjectNameFunc if it is not specified.  Thus a user does not need to
remember to use ObjectMeta.Name.  Using the wrong field as the name can
lead to an object which has a name that bypasses normal object name
validation.

Anthony Yeh cfd8a389b7 StatefulSet: Set DefaultGarbageCollectionPolicy to OrphanDependents. 
Now that StatefulSet adds ControllerRef to Pods it creates,
we need to set this default so legacy behavior is maintained.
