Implements history utilities for ControllerRevision in the controller/history package
StatefulSetStatus now has additional fields for consistency with DaemonSet and Deployment
StatefulSetStatus.Replicas now represents the current number of createdPods and StatefulSetStatus.ReadyReplicas is the current number of ready Pods

Anthony Yeh d8a0017559 StatefulSet: Use synchronous Delete of SS in e2e. 
This is needed because we changed the default for SS to
OrphanDependents.

Kenneth Owens 08f95aff0f Fixes e2e flake by ensuring that the StatefulSet observes mutations to 
Pods prior mutating the StatefulSet object to trigger sclaing.

Kenneth Owens 4506744def Adds StatefulSet upgrade tests and moves common functionality into the 
framework package. This removes the potential for cyclic dependencies
while allowing for code reuse.
