admission: unify plugin constructors
It's common in Go to return the actual object in constructors, not **one interface**
it implements. This allows us to implement multiple interfaces, but only have
one constructor. As having private types in constructors, we export all plugin structs, of course with private fields.

apiservers: stratify versioned informer construction
The versioned share informer factory has been part of the GenericApiServer config,
but its construction depended on other fields of that config (e.g. the loopback
client config). Hence, the order of changes to the config mattered.
This PR stratifies this by moving the SharedInformerFactory from the generic Config
to the CompleteConfig struct. Hence, it is only filled during completion when it is
guaranteed that the loopback client config is set.
While doing this, the CompletedConfig construction is made more type-safe again,
i.e. the use of SkipCompletion() is considereably reduced. This is archieved by
splitting the derived apiserver Configs into the GenericConfig and the ExtraConfig
part. Then the completion is structural again because CompleteConfig is again
of the same structure: generic CompletedConfig and local completed ExtraConfig.

Most types now have valid rest mappings because
NewDefaultRESTMapperFromScheme no longer ignores certain import
paths. Thus we can no longer use the lack of a valid REST mapping
as an indicator for when to use kindWhiteList. Thus kindWhiteList
now serves as a whitelist for all kinds and not just those that
formally had no mapping. This does mean that we could whitelist
kinds due to a name conflict, but that is unlikely as names such as
GetOptions are not appropriate for new objects.

covered by a shared informer. The existing meta-only codec only supports

This PR adds a new API version `apps/v1beta2` which contains a copy (of types, conversions, and defaults) of `apps/v1beta1` StatefulSet, Deployment, and their subresources. Note that `apps/v1beta2` is still WIP and we will make breaking changes to it before releasing 1.8.
Moving core controllers (StatefulSet, Deployment, ReplicaSet, DaemonSet) to `apps/v1beta2` is the first step of moving them to `apps/v1` (GA).
This PR is a starting point for DaemonSet and ReplicaSet to move from `/extensions` to `/apps` and for Deployment and StatefulSet to make some breaking changes (e.g. new defaults and/or remove deprecated fields).
