Move from glog to klog 
- Move from the old github.com/golang/glog to k8s.io/klog
- klog as explicit InitFlags() so we add them as necessary
- we update the other repositories that we vendor that made a similar
change from glog to klog
  * github.com/kubernetes/repo-infra
  * k8s.io/gengo/
  * k8s.io/kube-openapi/
  * github.com/google/cadvisor
- Entirely remove all references to glog
- Fix some tests by explicit InitFlags in their init() methods

Yu-Ju Hong ccfecb1ebd kubelet status manager: short-circut the evaluation if possible 
This avoids redundant checks in the `PodResourcesAreReclaimed`, which
also logs misleading "Pod is terminated" messages on every check.

Limit the size of the termination log and allow log input 
Enforce the following limits:

12kb for total message length in container status
4kb for the termination message path file
2kb or 80 lines (whichever is shorter) from the log on error

Fallback to log output if the user requests it.
