Add proxy for container streaming in kubelet for streaming auth.

This PR:
1. Removed the `DirectStreamingRuntime`, and changed `IndirectStreamingRuntime` to `StreamingRuntime`. All `DirectStreamingRuntime`s, `dockertools` and `rkt`, were removed.
2. Proxy container streaming in kubelet instead of returning redirect to apiserver. This solves the container runtime authentication issue, which is what we agreed on in https://github.com/kubernetes/kubernetes/issues/36666.
Please note that, this PR replaced the redirect with proxy directly instead of adding a knob to switch between the 2 behaviors. For existing CRI runtimes like containerd and cri-o, they should change to serve container streaming on localhost, so as to make the whole container streaming connection secure.
If a general authentication mechanism proposed in https://github.com/kubernetes/kubernetes/issues/62747 is ready, we can switch back to redirect, and all code can be found in github history.
Please also note that this added some overhead in kubelet when there are container streaming connections. However, the actual bottleneck is in the apiserver anyway, because it does proxy for all container streaming happens in the cluster. So it seems fine to get security and simplicity with this overhead. @derekwaynecarr @mrunalp Are you ok with this? Or do you prefer a knob?

Fix kubelet PVC stale metrics
**What this PR does / why we need it**:
Volumes on each node changes, we should not only add PVC metrics into
gauge vector. It's better use a collector to collector metrics from internal
stats.
Currently, if a PV (bound to a PVC `testpv`) is attached and used by node A, then migrated to node B or just deleted from node A later. `testpvc` metrics will not disappear from kubelet on node A. After a long running time, `kubelet` process will keep a lot of stale volume metrics in memory.
For these dynamic metrics, it's better to use a collector to collect metrics from a data source (`StatsProvider` here), like [kube-state-metrics](https://github.com/kubernetes/kube-state-metrics) scraping metrics from kube-apiserver.

This also incorporates the version string into the package name so
that incompatibile versions will fail to connect.
Arbitrary choices:
- The proto3 package name is runtime.v1alpha2. The proto compiler
normally translates this to a go package of "runtime_v1alpha2", but
I renamed it to "v1alpha2" for consistency with existing packages.
- kubelet/apis/cri is used as "internalapi". I left it alone and put the
public "runtimeapi" in kubelet/apis/cri/runtime.
This package contains only placeholders without actual implementation.
Since it is not currently under active development, remove it to avoid
unnecessary change needed whenever the interface is changed.

While moving device_plugin_handler_test.go from pkg/kubelet/cm/ to
pkg/kubelet/cm/deviceplugin/, we can no longer uses cm in its tests
because that would cause a cycle dependency. To solve this problem,
I moved the main cm GetResources functionality as well as part of the
current device plugin handler Allocate functionality into a new device
plugin handler function, GetDeviceRunContainerOptions(). This
refactoring is also needed by another PR 51895 that moves device
allocation into admission phase. Now device plugin handler Allocate()
first checks whether there is cached device runtime state and only
issues Allocate grpc call if there is no cached state available.
The new GetDeviceRunContainerOptions() function simply returns device
runtime config from the cached state. To support this change, extended the
podDevices struct and checkpoint data structure with device runtime state.

Add Windows Server Containers Stats and Metrics to Kubelet
**What this PR does / why we need it**:
This PR implements stats for Windows Server Containers. This adds the ability to monitor Windows Server containers via the existing stats/summary endpoint inside the kubelet. Windows metrics can now be ingested into heapster and monitored using existing tools (like Grafana).
Previously, the /stats/summary api would consistently crash the kubelet on Windows server containers. This PR implements a new package "winstats" which reads windows server metrics from a combination of windows specific perf counters as well as docker stats. The "winstats" package exports functions that return CAdvisor data structures, which the existing summary api can read.

This implements stats for windows nodes in a new package, winstats.
WinStats exports methods to get cadvisor like datastructures, however
with windows specific metrics. WinStats only gets node level metrics and
information, container stats will go via the CRI. This enables the
use of the summary api to get metrics for windows nodes.

Fix setNodeAddress when a node IP and a cloud provider are set
**What this PR does / why we need it**:
When a node IP is set and a cloud provider returns the same address with
several types, only the first address was accepted. With the changes made
in PR #45201, the vSphere cloud provider returned the ExternalIP first,
which led to a node without any InternalIP.
The behaviour is modified to return all the address types for the
specified node IP.
