Remove e2e-image-puller
**What this PR does / why we need it**:
A long time ago, We added the image prepulling as a workaround due to
the overwhelming amount of flake caused by pulling during the tests.
This functionality has been broken for a while now when we switched to a
COS image where mounting `docker` binary into `busybox` stopped working.
So we just have dead code we should clean up.

#50102 Task 1: Move apimachinery/pkg/watch.Until into client-go/tools/watch.UntilWithoutRetry

Deployment to stop adding pod-template-hash labels/selector on adoption
**What this PR does / why we need it**: This is a blocker for #55714, because ReplicaSet selector becomes immutable in `apps/v1`. With controller ref, Deployment's ReplicaSets and Pods can avoid fighting with each others without unique label/selector (pod-template-hash), so it's safe to stop adding hash label/selector on adoption.

Conformance: Add StatefulSet tests.
Mark StatefulSet tests as Conformance where possible. I've excluded those that depend on a dynamic provisioner and a default storage class (i.e. those that use PVC), because I don't think those things are required for Conformance at this time.
