Containerized subpath
**What this PR does / why we need it**:
Containerized kubelet needs a different implementation of `PrepareSafeSubpath` than kubelet running directly on the host.
On the host we safely open the subpath and then bind-mount `/proc/<pidof kubelet>/fd/<descriptor of opened subpath>`.
With kubelet running in a container, `/proc/xxx/fd/yy` on the host contains path that works only inside the container, i.e. `/rootfs/path/to/subpath` and thus any bind-mount on the host fails.
Solution:
- safely open the subpath and gets its device ID and inode number
- blindly bind-mount the subpath to `/var/lib/kubelet/pods/<uid>/volume-subpaths/<name of container>/<id of mount>`. This is potentially unsafe, because user can change the subpath source to a link to a bad place (say `/run/docker.sock`) just before the bind-mount.
- get device ID and inode number of the destination. Typical users can't modify this file, as it lies on /var/lib/kubelet on the host.
- compare these device IDs and inode numbers.

Add proxy for container streaming in kubelet for streaming auth.

This PR:
1. Removed the `DirectStreamingRuntime`, and changed `IndirectStreamingRuntime` to `StreamingRuntime`. All `DirectStreamingRuntime`s, `dockertools` and `rkt`, were removed.
2. Proxy container streaming in kubelet instead of returning redirect to apiserver. This solves the container runtime authentication issue, which is what we agreed on in https://github.com/kubernetes/kubernetes/issues/36666.
Please note that, this PR replaced the redirect with proxy directly instead of adding a knob to switch between the 2 behaviors. For existing CRI runtimes like containerd and cri-o, they should change to serve container streaming on localhost, so as to make the whole container streaming connection secure.
If a general authentication mechanism proposed in https://github.com/kubernetes/kubernetes/issues/62747 is ready, we can switch back to redirect, and all code can be found in github history.
Please also note that this added some overhead in kubelet when there are container streaming connections. However, the actual bottleneck is in the apiserver anyway, because it does proxy for all container streaming happens in the cluster. So it seems fine to get security and simplicity with this overhead. @derekwaynecarr @mrunalp Are you ok with this? Or do you prefer a knob?

Kubelet responds to ConfigMap mutations for dynamic Kubelet config
This PR makes dynamic Kubelet config easier to reason about by leaving less room for silent skew scenarios. The new behavior is as follows:
- ConfigMap does not exist: Kubelet reports error status due to missing source
- ConfigMap is created: Kubelet starts using it
- ConfigMap is updated: Kubelet respects the update (but we discourage this pattern, in favor of incrementally migrating to a new ConfigMap)
- ConfigMap is deleted: Kubelet keeps using the config (non-disruptive), but reports error status due to missing source
- ConfigMap is recreated: Kubelet respects any updates (but, again, we discourage this pattern)
This PR also makes a small change to the config checkpoint file tree structure, because ResourceVersion is now taken into account when saving checkpoints. The new structure is as follows:

Disable the public cadvisor port by default

Quoting @tallclair in #56523:
> We should add the deprecation warning in 1.10 along with a release note, but not change the default. The notes should warn that the default will change in 1.11. We disable the flag by default in 1.11, and remove it entirely in 1.12 or 1.13.

Disabling the publicly-available cAdvisor port is beneficial for security, as you might not want to expose the UI with lots of information about what your system is doing. We already did this for all kubeadm deployments in v1.7, and haven't recieved any issues for that. This should be okay to do at this stage, as this flag was deprecated in v1.10. Given we need to support this flag for one more release (v1.11), it makes perfect sense to instead switch it off in preparation for v1.12 when we can delete it (see the [deprecation policy](https://kubernetes.io/docs/reference/deprecation-policy/#deprecating-a-flag-or-cli))

we're already typically tracking kubelet -> API connections and have the ability to force close them as part of client cert rotation. if we do that tracking unconditionally, we gain the ability to also force close connections on heartbeat failure as well. it's a big hammer (means reestablishing pod watches, etc), but so is having all your pods evicted because you didn't heartbeat.
this intentionally does minimal refactoring/extraction of the cert connection tracking transport in case we want to backport this
* first commit unconditionally sets up the connection-tracking dialer, and moves all the cert management logic inside an if-block that gets skipped if no certificate manager is provided (view with whitespace ignored to see what actually changed)
* second commit plumbs the connection-closing function to the heartbeat loop and calls it on repeated failures

This enables a smooth transition to PSP. Today, users would have to
manually set --allow-privileged to true before transitioning to PSP,
which isn't a smooth deprecation path for the flag (we want people
to *stop* setting it). This PR makes the default behavior isomorphic
with what will happen after the flag is removed.
Defaulting --allow-privileged to true should be safe, because it simply
allows a superset of Pods to run (all workloads continue to work).
WRT https://github.com/kubernetes/kubernetes/issues/58010#issuecomment-383264473
the --allow-privileged flag is effectively useless for security, so this
shouldn't be a concern from that perspective.
I also bumped the deprecation timeline in the comment to 1.13.0, so that

In our CI, we run kubekins image for most of the jobs. This is a
debian image with upstart and does not enable systemd. So we should:
* Bailout if any binary is missing other than systemd-run.
* SupportsSystemd should check the binary path to correctly
identify if the systemd-run is present or not
* Pass the errors back to the callers so kubelet is forced to
fail early when there is a problem. We currently assume
that all binaries are in the root directory by default which
is wrong.

This PR extends the client-side startup scripts to provision a Kubelet
config file instead of legacy flags. This PR also extends the
master/node init scripts to install this config file from the GCE
metadata server, and provide the --config argument to the Kubelet.
With CRI, kubelet no longer sets up networking for the pods. The
dockershim package is the rightful owner and the only user of the
newtork package. This change moves the package into dockershim to make
the distinction obvious, and untangles the codebase.
The`network/dns`is kept in the original package since it is only used by
kubelet.
The code was added to support rktnetes and non-CRI docker integrations.
These legacy integrations have already been removed from the codebase.
This change removes the compatibility code existing soley for the
legacy integrations.

Allow CNI-related network plugin drivers (kubenet, cni) to search a list of
directories for plugin binaries instead of just one. This allows using an
administrator-provided path and fallbacks to others (like the previous default
of /opt/cni/bin) for backwards compatibility.
It's only used for the test code and after talking with Rajat, the
vendor stuff was never really used anyway. So convert the vendor
code into a plain array of plugin binary search paths, which is all
the vendor code was doing anyway.

expunge the word 'manifest' from Kubelet's config API
The word 'manifest' technically refers to a container-group specification
that predated the Pod abstraction. We should avoid using this legacy
terminology where possible. Fortunately, the Kubelet's config API will
be beta in 1.10 for the first time, so we still had the chance to make
this change.
I left the flags alone, since they're deprecated anyway.
I changed a few var names in files I touched too, but this PR is the
just the first shot, not the whole campaign
(`git grep -i manifest | wc -l -> 1248`).

The word 'manifest' technically refers to a container-group specification
that predated the Pod abstraction. We should avoid using this legacy
terminology where possible. Fortunately, the Kubelet's config API will
be beta in 1.10 for the first time, so we still had the chance to make
this change.
I left the flags alone, since they're deprecated anyway.
I changed a few var names in files I touched too, but this PR is the
just the first shot, not the whole campaign
(`git grep -i manifest | wc -l -> 1248`).

Cap how long the kubelet waits when it has no client cert
If we go a certain amount of time without being able to create a client
cert and we have no current client cert from the store, exit. This
prevents a corrupted local copy of the cert from leaving the Kubelet in a
zombie state forever. Exiting allows a config loop outside the Kubelet
to clean up the file or the bootstrap client cert to get another client
cert.
Five minutes is a totally arbitary timeout, judged to give enough time for really slow static pods to boot.

Secure Kubelet's componentconfig defaults while maintaining CLI compatibility
This updates the Kubelet's componentconfig defaults, while applying the legacy defaults to values from options.NewKubeletConfiguration(). This keeps defaults the same for the command line and improves the security of defaults when you load config from a file.

2nd try at using a vanity GCR name
The 2nd commit here is the changes relative to the reverted PR. Please focus review attention on that.
This is the 2nd attempt. The previous try (#57573) was reverted while we
figured out the regional mirrors (oops).
New plan: k8s.gcr.io is a read-only facade that auto-detects your source
region (us, eu, or asia for now) and pulls from the closest. To publish
an image, push k8s-staging.gcr.io and it will be synced to the regionals
automatically (similar to today). For now the staging is an alias to
gcr.io/google_containers (the legacy URL).
When we move off of google-owned projects (working on it), then we just
do a one-time sync, and change the google-internal config, and nobody
outside should notice.
We can, in parallel, change the auto-sync into a manual sync - send a PR
to "promote" something from staging, and a bot activates it. Nice and
visible, easy to keep track of.

* The new `staging-k8s.gcr.io` is where we push images. It is literally an alias to `gcr.io/google_containers` (the existing repo) and is hosted in the US.
* The contents of `staging-k8s.gcr.io` are automatically synced to `{asia,eu,us)-k8s.gcr.io`.
* The new `k8s.gcr.io` will be a read-only alias to whichever regional repo is closest to you.
* In the future, images will be promoted from `staging` to regional "prod" more explicitly and auditably.

They should both follow the convention of not being a pointer on the
internal type. This required adding a conversion function between
`int64` and `*int64`.
A side effect is this removes a warning in the generated code for the
apps API group.

Add a new Alpha Feature to set a maximum number of pids per Pod.
This is to allow the use case where cluster administrators wish
to limit the pids consumed per pod (example when running a CI system).
By default, we do not set any maximum limit, If an administrator wants
to enable this, they should enable `SupportPodPidsLimit=true` in the
`--feature-gates=` parameter to kubelet and specify the limit using the
`--pod-max-pids` parameter.
The limit set is the total count of all processes running in all
containers in the pod.

Support for custom tls cipher suites in api server and kubelet
**What this PR does / why we need it**:
This pull request aims to solve the problem of users not able to set custom cipher suites in the api server.
Several users have requested this given that some default ciphers are vulnerable.
There is a discussion in #41038 of how to implement this. The options are:
- Setting a fixed list of ciphers, but users will have different requirements so a fixed list would be problematic.
- Letting the user set them by parameter, this requires adding a new parameter that could be pretty long with the list of all the ciphers.
I implemented the second option, if the ciphers are not passed by parameter, the Go default ones will be used (same behavior as now).

The ciphers in Go tls config are constants and the ones passed by parameters are a comma-separated list. I needed to create the `type CipherSuitesFlag` to support that conversion/mapping, because i couldn't find any way to do this type of reflection in Go.

Explicit kubelet flags
The Kubelet was using the global flag set.
Libraries also often use the global flag set.
There are flags in the Kubelet's usage statement for which the Kubelet does not control registration.
This is bad, we must have full control of our command-line API.
This PR puts a stop to it.
I worked through the Kubelet's usage printout and tracked down the flags.
In the below list, flags with checkboxes are one of:
- explicitly **registered** in this PR
- thought about and outright **rejected**
- thought about and **registered-deprecated** for legacy reasons
For the others we need to figure out whether they should be **registered** or **rejected** or **registered-deprecated**.

The Kubelet now explicitly registers all of its command-line flags with an internal flagset, which prevents flags from third party libraries from unintentionally leaking into the Kubelet's command-line API. Many unintentionally leaked flags are now marked deprecated, so that users have a chance to migrate away from them before they are removed. One previously leaked flag, --cloud-provider-gce-lb-src-cidrs, was entirely removed from the Kubelet's command-line API, because it is irrelevant to Kubelet operation.

This explicitly registers Kubelet flags from libraries that were

Bump pause container used by kubelet and tests to 3.1
This updates the version of the pause container used by the kubelet and
various test utilities to 3.1.

Fix PodCIDR flag: defaults come from the object, not as literal args to the flag function

Kubelet flags take precedence over config from files/ConfigMaps
Changes the Kubelet configuration flag precedence order so that flags
take precedence over config from files/ConfigMaps.

Also modifies e2e node test suite to transform all relevant Kubelet flags into
a config file before starting tests when the KubeletConfigFile feature gate is
true, and turns on the KubeletConfigFile gate for all e2e node tests.
This allows the alpha dynamic Kubelet config feature to continue to
work in tests after the precedence change.
