Kubernetes Submit Queue 8623fdf0b1 Merge pull request #39344 from spxtr/boilerplate_test 
Automatic merge from submit-queue (batch tested with PRs 39022, 39331, 39070, 39344)

Add a build rule for the boilerplate unit test.

We recently added unit tests that just run whenever you run `hack/verify_boilerplate.sh`, which really isn't the right time to do that. This adds a build rule instead.

Bowei Du a6550b332e Add verbose mode to boilerplate 
hack/verify-boilerplate.sh -v will now print out why the file does
not match along with a diff if possible.

Note: boilerplate.py now has a unit test that is run along with
hack/verify-boilerplate.sh.

dlorenc e1c5791631 Add several arguments to boilerplate.py 
This commit makes the root directory, boilerplate content directory and
the directories to skip configurable.

The defaults have remained the same, so no behavior changes should be expected.

Mike Danese a6589f7d38 hack: ignore cluster/env.sh in boilerplate check 
This is used for user configuration overrides in cluster/. We should not
enforce the boilerplate headers in this file.

Jeff Grafton 4cafa3e92d Ignore _gopath in verify scripts 
The _gopath directory is used in Jenkins to install extra dependencies,
and any files in it should be ignored by the various verification
scripts.

Eric Paris 8a91d86783 Speed up pre-commit boilerplate by only checking changed files 
Although the boilerplate checker was very fast it can be faster. With
this change we can hand the boilerplate a list of files which need to be
checked or give it no files. If given no files it will run all files in
the repo. Before you had to explicitly tell the boiler checker the
'extention' of the the files.  In this case we let the checker figure it
out and load the headers as needed.

Doing the whole repo takes about 0.4 seconds. Doing a single go file
takes < .04 seconds.

Eric Paris 302cb7dc7f Move boilerplate from hooks/ to hack/ 
Hooks seems like they should be hooks. Not sure hack makes a lot more
sense, but it has more stuff already.
