allow convert to default on a per object basis
`kubetl convert` needs to distinguish between cases where a user specifies a version (use this at all cost) and cases where it doesn't (for each object, find the best version to convert to). This allows that to happen.

Add --retry-connrefused to all curl invocations.

kubeadm: Only check for well-known files in preflight

Fix device manager to scan resources.Requests
**What this PR does / why we need it**:
This PR makes device manager to scan resources.Requests from the container spec. Currently
it scans resources.Limits. For extended resources, it is not mandatory for resources.Limits to be present in the container spec and if Limits are present, validation logic ensures that Limits will always be equal to Requests.

Fix format string in describers
**What this PR does / why we need it**:
This PR fixes bug in the Vsphere Volume Source and other describers.
Before this fix `kubectl describe` could show something like this:

It happened because format string was accidentally split to 2 strings and was interpreted in a wrong way.
