- [x] Fix all failing tests
- [x] Ensure we can safely upgrade grpc to 1.7.5 given that docker and cAdvisor still depend on grpc 1.3.0 (both in the versions we vend and on master for both projects). Should we hold off on this change until we have a docker release that uses gprc 1.7.x?
- [x] Wait for grpc 1.7.5 to be released (it will include https://github.com/grpc/grpc-go/pull/1747). Once released, bump grpc version in this PR and remove workarounds in `hack/godep-save.sh`.

Transitive dependencies on grpc:
- docker depends on grpc, but according to the package dependency graph (`go list -f '{{ .Deps }}'`) there are no dependencies from kubernetes to grpc via docker packages.
- containerd v1.0.0 depends on grpc 1.7.2, we should upgrade to containerd v1.0.0 soon, this can be done in a separate PR
- cadvisor depends on grpc 1.3.0 on master, it should upgrade it to grpc 1.7.5, this can be done in a separate PR

We bump the netwlink version in the 1st commit because:

* We call `netlink.RouteListFiltered()` to filter LOCAL type addresses from kernel route table. `netlink.RouteListFiltered()` exists in newer-version netlink package


* newer-version netlink package migrate `syscall` to `golang.org/x/sys/unix`, k8s cross-build can benefit from it as well. The Go doc for syscall says:

> NOTE: This package is locked down. Code outside the standard Go repository should be migrated to use the corresponding package in the golang.org/x/sys repository. That is also where updates required by new systems or versions should be applied. See https://golang.org/s/go1.4-syscall for more information.

bump(13f864): github.com/json-iterator/go: use ConfigCompatibleWithStandardLibrary

Jsoniter in `ConfigFastest` mode does not support escape characters in object keys, whereas `ConfigCompatibleWithStandardLibrary` does.

1. Controlled tests work, but I have not tested the self hosted api-server recovery, that requires validation and logs.  /cc @luxas 
2. In adding hooks for checkpoint manager much of the tests around basicpodmanager appears to be stub'd.  This has become an anti-pattern in the code and should be avoided.  
3. I need a node-e2e to ensure consistency of behavior.

Fix issue #55031 to remove dependence on package lxn/win

**What this PR does / why we need it**:
This PR fixes issue #55031 where kubelet.exe crashes on Windows Server Core. The root cause is that kubelet.exe depends on package lxn/win pdh and kernel32 wrapper for node metrics. However, opengl32.dll is not available in Server Core and lxn/win requires the presence of all win32 DLLs. 

This PR uses a slim win32 package JeffAshton/win_pdh since most win32 APIs needed are PDH API. Also this PR makes own implementation of GetPhysicallyInstalledSystemMemory until golang Windows syscall has it or lxn/win fixes opengl32 issue. Also this PR modifies the way to get Windows version.

Upgrade Azure SDK to v11.1.1

**What this PR does / why we need it**: This fixes various Azure SDK bugs per the Azure SDK for Go changelogs:

* Fixed bug in which blob types were unmarshaled incorrectly
* Fixed various package names
* Miscellaneous unspecified storage bug fixes

This is also a prerequisite for a bug fix for running out of firewall rules when exposing large numbers of services from an Azure cluster.

1. I inadvertently committed a compatibility fix along with the dependency upgrade (which the guidelines say should have been two separate commits).  The offending file is `pkg/cloudprovider/providers/azure.go`.

2. We require an urgent bug fix for the firewall rules limit so it would be great if we could get this agreed quickly.  I have struggled with the dependency upgrade process a bit so if it looks wrong, please let me know as soon as you can!  Thanks!

Update vendored package heredoc

**What this PR does / why we need it**:

This PR updates vendored package `github.com/MakeNowJust/heredoc`. This package is used by `kubectl`. The upstream updates do not effect program logic. Upstream changes consist of some refactoring commits and updates to README and LICENSE. The refactoring was carried out while bug hunting in `kubectl` and is the primary reason for merging the upstream changes. No bugs were found, this PR aims to save the next developer some time if/when they go bug hunting again in `heredoc`.

First effort at updating `vendor/`. I used `godep update` even though the [community docs](https://github.com/kubernetes/community/blob/master/contributors/devel/godep.md) state that no one has this working, the command appears to work.

Remove Google Cloud KMS's in-tree integration

Removes the following introduced by #48574 and others:
* `kms.go` which contained the cloudkms-specific code for Google Cloud KMS service.
* Registering the Google Cloud KMS in the KMS plugin registry.
* Google's `cloudkms` API package from `vendor` folder. 

The following changes are upcoming:
* Removal of KMSPluginRegistry. This would not be needed anymore, since KMS providers will be out-of-tree from now on (so no need of registering them, an address of the process would be enough).
* A service which allows encrypt/decrypt functionality (satisfies `envelope.Service` interface) if initialized with an IP/Port of an out-of-tree process serving KMS requests. Will tentatively use gRPC requests to talk to this external service.
