A test we always skip should not be a conformance test

We should not have a test marked Conformance when it is always skipped

Double container probe timeout 
in some environments, we see a combination of start latency
and the corresponding effect on sync pod latency causing status
manager to fail to report within the 2 minute window.

Matt Liggett a5967cbaf1 Add framework.ConformanceIt as the new way to declare conformance tests. 
Also rewrite all existing conformance tests to use this.

Rodolfo Carvalho 506129ba4e Add timeout argument to ExecInContainer 
This allows us to interrupt/kill the executed command if it exceeds the
timeout (not implemented by this commit).

Set timeout in Exec probes. HTTPGet and TCPSocket probes respect the
timeout, while Exec probes used to ignore it.

Add e2e test for exec probe with timeout. However, the test is skipped
while the default exec handler doesn't support timeouts.
