apiserver:  pass a listener into genericapiserver bootstrapping 

**What this PR does / why we need it**:

>At the moment we pass a port via the options into the config. A zero port does not work because the loopback clients created during apiserver initialization need to know the port before. Passing a listener into the server instead would allow us to use a zero port beforehand and bootstrapping order should be fine.

Extends deviceplugin to gracefully handle full device plugin lifecycle.

**What this PR does / why we need it**:
- Instead of using cm.capacity field to communicate device plugin resource capacity,
this PR changes to use an explicit cm.GetDevicePluginResourceCapacity() function
that returns device plugin resource capacity as well as any inactive device plugin resource.
Kubelet syncNodeStatus call this function during its periodic run to update node status
capacity and allocatable. After this call, device plugin can remove the inactive device
plugin resource from its allDevices field as the update is already pushed to API server.
- Extends device plugin checkpoint data to record registered resources
so that we can finish resource removing even upon kubelet restarts.
- Passes sourcesReady from kubelet to device plugin to avoid removing
inactive pods during grace period of kubelet restart.
- Extends gpu_device_plugin e2e_node test to verify that scheduled pods
can continue to run even after device plugin deletion and kubelet
restarts.

consolidate printer OutputOpts w PrintOpts

This patch removes the use of printers.OutputOptions in favor of only
having a single struct for setting / passing printer options set by user
flags.

Updating vsphere cloud provider to support k8s cluster spread across multiple vCenters

**What this PR does / why we need it**:

vSphere cloud provider in Kubernetes 1.8 was designed to work only if all the nodes of the cluster are in one single datacenter folder. This is a hard restriction that makes the cluster not span across different folders/datacenter/vCenters. Users have use-cases to span the cluster across datacenters/vCenters.

 - User should be able to create k8s cluster which spans across multiple ESXi clusters, datacenters or even vCenters.
 - vSphere cloud provider (VCP) uses OS hostname and not vSphere Inventory VM Name.
   That means, now  VCP can handle cases where user changes VM inventory name.
- VCP can handle cases where VM migrates to other ESXi cluster or datacenter or vCenter.

The only requirement is the shared storage. VCP needs shared storage on all Node VMs.

Device plugin API merge of handler and manager

**What this PR does / why we need it**: We are trying different approaches to make the device plugin implementation simpler and more robust. One option is to merge the notion of the `device_plugin_handler` into the `device_manager`. This is for several reasons:

1) Some calls go directly from handler to manager, adding little value.
2) The separation of concern is not clear between the two components. They have a 1:1 relationship.
3) The separation and abstractions needed are at a different level. Code that can be refactored will most likely live in abstractions which hide details around lock acquisition and check pointing.

In this PR, we will **just** merge the two interfaces. After this, there is several opportunities for simplifying and cleaning up the device plugin.

Consider the migration from the old security group name to the new
security group name, we need delete the old security group.
At V1.10, we can assume everyone is using the new security group
names and remove this code.

seccomp is an alpha feature and not feature gated

Move SeccompProfileRoot to KubeletFlags and document flag as alpha.

wrt https://github.com/kubernetes/kubernetes/pull/53833#issuecomment-345396575, seccomp is an alpha feature, but this isn't clearly documented anywhere (the annotation just has the word "alpha" in it, and that's your signal that it's alpha). 

Since seccomp was around before feature gates, it doesn't have one.

Thus SeccompProfileRoot should not be part of KubeletConfiguration, and this PR moves it to KubeletFlags, and amends the help text to note the alpha state of the feature.

deviceplugin: fix race when multiple plugins are registered

**What this PR does / why we need it**:
When registering multiple device plugins to Kubelet concurrently, there exists a race that crashes the Kubelet.

Consider two plugins: D1 and D2. The call order method is roughly

D1 -> manager.go:register -> endpoint.go:listAndWatch -> device_plugin_handler.go:(*D1).callback
D2 -> manager.go:register -> endpoint.go:listAndWatch -> device_plugin_handler.go:(*D2).callback

The callback function accesses HandlerImpl's allDevices map that maps (resourceName -> DeviceID). If both plugins reach these accesses at the same time, Kubelet crashes with "fatal error: concurrent map read and map write".

This can be solved by making sure handler is locked when allDevices are being updated. The functionality is needed to avoid Kubelet crashes when multiple device plugins are trying to register with Kubelet at the same moment. Occurs frequently when single binary tries to register itself as multiple plugins.

Stop using VersionedObject in resource.Builder, use unstructured

Remove the need for kubectl callers to distinguish between unstructured and versioned / type aware builders.  The factory should create a single builder than can be set to return unstructured objects.  Callers can then use one of the new helpers on `resource.Info` to convert the objects into the desired form - `Internal()` for printers, `Typed()` for external versions, and `Unstructured()` to ensure the object is in the right state.  Leverages the new scheme support for unstructured conversion so that higher level callers can perform best effort conversion (get typed versions if you have them, otherwise use default behavior).  

`get.go` demonstrates this by removing the previous logic that depended on the underlying scheme.  Other commands are updated to be consistent.

Includes #55650 and #55647.

Refactor `reconcileAutoscaler` method in hpa

`reconcileAutoscaler` method. This part of the code base is responsible

the metrics, ensuring it conforms to certain conditions, and updating it

based on a given set of rules into its own function.

We are refactoring this part of the code base to make the logic simpler
and to make it easier to write unit tests.

admission/webhook: move webhook initializer into plugin

Non-generic plugin intitializers should go into the admission plugin itself. No need leak that into the generic apiserver. Keeping them contained in the webhook package makes it easier (it was already possible) for extension apiservers to provide one, but we don't need to leak it into the generic plugin initializer.

Unify Object and UnstructuredObject
The unified RESTMapper and Typer follow the new rules, but on error will
fallback to the legacy path (while still supporting Unstructured
objects). This allows callers to handle the appropriate distinction
themselves if necessary.

Add a LocalParam() method to the resource.Builder that DRYs up a large
chunk of complicated code in set commands.

Ensure new tags are created on existing ELBs

**What this PR does / why we need it**:

When editing an existing service of type LoadBalancer in an AWS environment and adding the `service.beta.kubernetes.io/aws-load-balancer-additional-resource-tags` annotation, you would expect the new tags to be set on the load balancer, however this doesn't happen currently. The annotation only takes effect if specified when the service is created.

This PR adds an AddTags method to the ELB interface and uses this to ensure tags set in the annotation are present on the ELB. If the tag key is already present, the value will be updated.

This PR does not remove tags that have been removed from the annotation, it only add/updates tags.

Show openapi custom columns in `kubectl get`

Change the name of the flag to something slightly more user-friendly,
while making it default true. The flag is kept so that someone can

OpenStack: fetch volume path from metadata service

Updates the OpenStack cloud provider to use the Nova metadata service as a fallback when retrieving mounted PV disk paths. Note that the Nova instance device metadata will contain the disk address and bus, which allows finding its path. 

This is needed as the *standard* mechanism of retrieving disk paths is not available when running k8s under OpenStack Hyper-V hosts.

Fix issue #55031 to remove dependence on package lxn/win

**What this PR does / why we need it**:
This PR fixes issue #55031 where kubelet.exe crashes on Windows Server Core. The root cause is that kubelet.exe depends on package lxn/win pdh and kernel32 wrapper for node metrics. However, opengl32.dll is not available in Server Core and lxn/win requires the presence of all win32 DLLs. 

This PR uses a slim win32 package JeffAshton/win_pdh since most win32 APIs needed are PDH API. Also this PR makes own implementation of GetPhysicallyInstalledSystemMemory until golang Windows syscall has it or lxn/win fixes opengl32 issue. Also this PR modifies the way to get Windows version.

Table printers and server generation should always copy ListMeta

Tables should be a mapping from lists, so if the incoming object has these add them to the table. Paging over server side tables was broken without this. Add tests on the generic creater and on the resttest compatibility.

Disable container disk metrics when using the CRI stats integration

Issue: https://github.com/kubernetes/kubernetes/issues/51798

As explained in the issue, runtimes which make use of the CRI Stats API still have the performance overhead of collecting those same stats through cAdvisor.
The CRI Stats API has metrics for CPU, Memory, and Disk.  This PR significantly reduces the added overhead due to collecting these stats in both cAdvisor and in the runtime.
This PR disables container disk metrics, which are very expensive to collect.

This PR does not disable node-level disk stats, as the "Raw" container handler does not currently respect ignoring DiskUsageMetrics.
This PR factors out the logic for determining whether or not to use the CRI stats provider into a helper function, as cAdvisor is instantiated before it is passed to the kubelet as a dependency.

Move unstructured conversion into pkg/runtime

Scheme conversion should support unstructured conversion natively to
allow going from unstructured to typed and back. It is not a higher
level responsibility to do that conversion because the scheme is the
only one who knows what types it supports.

cheftako dac3c2e168 Admission request/response handling
AdmissionResponse allows mutating webhook to send apiserver a json patch
to mutate the object.
This reflects the imperative nature of AdmissionReview. It adds
AdmissionRequest and AdmissionResponse in place of status/spec.
The AdmissionResponse the allows the mutating webhook
to send back a json path with the mutated version of the requested
object.
Fixed the integration test to clean up properly.
Switched test image to 1.8v5 to reflect API changes.
Make sure to cache test framework client for cleaup test code.
Switched to pointer for patch type.

The first call to Set will clear the map before adding entries;
subsequent calls will simply append to the map.
This makes it possible to override default values with a command-line

Lift embedded structure out of eviction-related KubeletConfiguration fields

- Changes the following KubeletConfiguration fields from `string` to
`map[string]string`:
  - `EvictionHard`
  - `EvictionSoft`
  - `EvictionSoftGracePeriod`
  - `EvictionMinimumReclaim`
- Adds flag parsing shims to maintain Kubelet's public flags API, while
enabling structured input in the file API.
- Also removes `kubeletconfig.ConfigurationMap`, which was an ad-hoc flag
parsing shim living in the kubeletconfig API group, and replaces it
with the `MapStringString` shim introduced in this PR. Flag parsing
shims belong in a common place, not in the kubeletconfig API.
I manually audited these to ensure that this wouldn't cause errors
parsing the command line for syntax that would have previously been
error free (`kubeletconfig.ConfigurationMap` was unique in that it
allowed keys to be provided on the CLI without values. I believe this was
done in `flags.ConfigurationMap` to facilitate the `--node-labels` flag,
which rightfully accepts value-free keys, and that this shim was then
just copied to `kubeletconfig`). Fortunately, the affected fields
(`ExperimentalQOSReserved`, `SystemReserved`, and `KubeReserved`) expect
non-empty strings in the values of the map, and as a result passing the
empty string is already an error. Thus requiring keys shouldn't break
anyone's scripts.
- Updates code and tests accordingly.

Regarding eviction operators, directionality is already implicit in the
signal type (for a given signal, the decision to evict will be made when
crossing the threshold from either above or below, never both). There is
no need to expose an operator, such as `<`, in the API. By changing
`EvictionHard` and `EvictionSoft` to `map[string]string`, this PR
simplifies the experience of working with these fields via the
`KubeletConfiguration` type. Again, flags stay the same.

Other things:
- There is another flag parsing shim, `flags.ConfigurationMap`, from the
shared flag utility. The `NodeLabels` field still uses
`flags.ConfigurationMap`. This PR moves the allocation of the
`map[string]string` for the `NodeLabels` field from
`AddKubeletConfigFlags` to the defaulter for the external
`KubeletConfiguration` type. Flags are layered on top of an internal
object that has undergone conversion from a defaulted external object,
which means that previously the mere registration of flags would have
overwritten any previously-defined defaults for `NodeLabels` (fortunately
there were none).

This is my second k8s PR, and I don't have experience with an e2e test, would that be required for this change? I did run this in a kubeadm cluster and it worked like a charm. I was able to choose different predefined policies, and revert to the default policy when I removed the annotation.

Regarding eviction operators, directionality is already implicit in the
signal type (for a given signal, the decision to evict will be made when
crossing the threshold from either above or below, never both). There is
no need to expose an operator, such as `<`, in the API. By changing
`EvictionHard` and `EvictionSoft` to `map[string]string`, this PR
simplifies the experience of working with these fields via the
`KubeletConfiguration` type. Again, flags stay the same.

Other things:
- There is another flag parsing shim, `flags.ConfigurationMap`, from the
shared flag utility. The `NodeLabels` field still uses
`flags.ConfigurationMap`. This PR moves the allocation of the
`map[string]string` for the `NodeLabels` field from
`AddKubeletConfigFlags` to the defaulter for the external
`KubeletConfiguration` type. Flags are layered on top of an internal
object that has undergone conversion from a defaulted external object,
which means that previously the mere registration of flags would have
overwritten any previously-defined defaults for `NodeLabels` (fortunately
there were none).

kubectl apply edit-last-applied should fail when version is missing
If a user edits last-applied-configuration and it doesn't have an
apiVersion or kind, the command should error out. Now that we check for
kind and version on the unstructured object typer, the previously
passing test now correctly fails. Add a new explicit failure test and
make the existing test pass.

Move unstructured conversion into pkg/runtime
Scheme conversion should support unstructured conversion natively to
allow going from unstructured to typed and back. It is not a higher
level responsibility to do that conversion because the scheme is the
only one who knows what types it supports.

Move 'alpha' KubeletConfiguration fields that aren't feature-gated and self-registration fields to KubeletFlags

Some of these fields are marked "alpha" in help text. They cannot be in the KubeletConfiguration object unless they are feature gated or graduated from alpha. 

Others relate to Kubelet self-registration, and given https://github.com/kubernetes/community/pull/911 I think its prudent to wait and see if these really should be in the KubeletConfiguration type.

For now we just leave them all as flags.

mattjmcnaughton e74838b6ab Refactor `reconcileAutoscaler` method in hpa
There have been a couple of recent bugs in the "normalizing" part of the
`reconcileAutoscaler` method. This part of the code base is responsible
for, among other things, taking the suggested desired replicas based on
the metrics, ensuring it conforms to certain conditions, and updating it
if it does not. Isolate the part that converts the desired replicas
based on a given set of rules into its own function.

We are refactoring this part of the code base to make the logic simpler
and to make it easier to write unit tests.

Adds Octavia v2 as LoadBalancer provider

Adds support for using Octavia as the OpenStack LB provider.

Although some LB providers can be specified using the [lb-provider](https://github.com/kubernetes/kubernetes/pull/54176/files#diff-694c675fe77b09923cc453e7228f8fa8R85) JSON request field, other installations which use Octavia by default rely on it being discovered via the service catalog. When a user specifies the `load-balancer` service type, it will get back the root Octavia endpoint URL, which needs to have `v2.0` appended to it.

To facilitate this change, gophercloud recently added the `NewLoadBalancerV2` helper in https://github.com/gophercloud/gophercloud/pull/591.
