Change to fix scheduler extender error return message

As of now, scheduler always logs extender endpoint without verb like "filter", "prioritize" etc. With this change, we are including the verb as well while logging which helps in debugging

Revert revert of equivalence class hash calculation in scheduler

**What this PR does / why we need it**:

NOTE: This is a revert revert of https://github.com/kubernetes/kubernetes/pull/58555

But since the original PR has been changed, I have to copy the original changes and resend this new PR. See: https://github.com/kubernetes/kubernetes/pull/58555#issuecomment-364345972

And I kept @misterikkit 's change as the first commit (by co-author feature of github) in the history. 

We decide to do revert revert because #58989 has been fixed, which should help to improve the time consumed by integration test.

**But** we should still pay attention to integration tests to see if there's frequent timeout happen.

Add ranges field to PSP group Validate error details

**What this PR does / why we need it**: When the PodSecurityPolicy provider validation of a `fsGroup` fails, it throws a very non-descriptive error that redundantly announces that the group ID is not allowed. Since the group ID is already contained in the error stack, this is not required. This PR fixes it by storing the allowed ranges in the error details and therefore improves the debugging experience.

Do not create dangling legacy symlink

Do not create dangling legacy symlink if the new symlink to container logs does not exist.
These dangling legacy symlink are later removed by kube runtime gc, so it's better if we do not
create them in the first place to avoid unnecessary work from kube runtime gc. This situation occurs when docker uses journald logging driver.

disable DaemonSet scheduling feature for 1.10

The DaemonSet scheduling feature has blocked the alpha CI job being green and is preventing getting good CI signal for v1.10

It still contains pod scheduling races (#61050) and fundamental issues with the affinity terms it creates (#61410)

As such, there is not significant value in having the feature available in 1.10 in the current state

This PR disables the feature in order to regain green signal on the alpha CI job (reverting commits is likely to be more disruptive at this point)

kubelet: make --cni-bin-dir accept a comma-separated list of CNI plugin directories

Allow CNI-related network plugin drivers (kubenet, cni) to search a list of
directories for plugin binaries instead of just one.  This allows using an
administrator-provided path and fallbacks to others (like the previous default
of /opt/cni/bin) for backwards compatibility.

vSphere: Minimize property collection via Finder

The 'All' parameter of the 'NewFinder' function controls property collection while searching the inventory.
When 'All' is set to 'false', Finder collects the minimal set of object properties required to search inventory.
When 'All' is set to 'true', Finder collects *all* object properties, which are *not* required to search inventory.
Setting 'All' to 'true' is only useful when inspecting all properties of an object,
such as by certain govc commands when the '-json' or '-dump' flags are specified.

Changing All=false in VCP minimizes the SOAP payload size and marshalling required on both sides, without impacting any functionality.

Davanum Srinivas 97b4110d9f Stabilize openstack_test when running against real cloud
in TestReadConfig, we are setting some env vars for testing if
we read them back properly. However this interferes with running
the unit test harness against a real openstack cloud where we
source the OS_* environment variables. Adding code here to save
and reset variables.

Prevent garbage collector from attempting to sync with 0 resources

**What this PR does / why we need it**:
As of #55259 we enabled garbagecollector.GetDeletableResources to return partial discovery results (including an empty set of discovery results).
This had the unintended consequence of allowing the garbage collector to enter a blocked state that can only be fixed by restarting.

From [this comment](https://github.com/kubernetes/kubernetes/issues/60037#issuecomment-372801088):

> 1. The Sync function periodically calls GetDeletableResources

Backoff only when failed pod shows up

Upon introducing the backoff policy we started to delay sync runs for the job when it failed several times before. This leads to failed jobs not reporting status right away in cases that are not related to failed pods, eg. a successful run. Mark reconstructed volumes as reported InUse

When a newly started kubelet finds a directory where a volume should be,
it can be fairly confident that the volume was mounted by previous kubelet
and therefore the volume must have been in node.status.volumesInUse.

Therefore we can mark reconstructed volumes as already reported so
subsequent reconcile() can fix the directory and put the mounted volume
into actual state of world.

mattjmcnaughton d33494d459 `GetExternalMetricReplicas` ignores unready pods
Similar to the change we made for `GetObjectMetricReplicas` in the
previous commit. Ensure that `GetExternalMetricReplicas` does not
include unready pods when its determining how many replica it desires.
Including unready pods can lead to over-scaling.

We did not change the behavior of `GetExternalPerPodMetricReplicas`, as
it is slightly less clear what is the desired behavior. We did make some
small naming refactorings to this method, which will make it easier to
ignore unready pods if we decide we want to.

Geoff Baskwill f8c56ba4d5 pkg/printers: Support base64 decode in kubectl go-template
Adds a `base64decode` function to templates in `kubectl` so that
it's possible to extract secret data in plaintext instead of
base64 without requiring a separate executable.

Sample usage:

```sh
kubectl get secret SECRET -o go-template='{{ .data.KEY | base64decode }}'
```

Use pod UID as cache key instead of namespace/name

UID uniquely identifies pods across lifecycles, while namespace/name
could be 2 different pods across lifecycles. This could result in
tricky scheduler bugs.
