Retry scheduling pods after errors more consistently in scheduler
**What this PR does / why we need it**:
This fixes 2 places in the scheduler where pods can get stuck in Pending forever. In both these places, errors happen and `sched.config.Error` is not called afterwards. This is a problem because `sched.config.Error` is responsible for requeuing pods to retry scheduling when there are issues (see [here](2540b333b2/plugin/pkg/scheduler/factory/factory.go (L958))), so if we don't call `sched.config.Error` then the pod will never get scheduled (unless the scheduler is restarted).
One of these (where it returns when `ForgetPod` fails instead of continuing and reporting an error) is a regression from [this refactor](https://github.com/kubernetes/kubernetes/commit/ecb962e6585#diff-67f2b61521299ca8d8687b0933bbfb19L234), and with the [old behavior](80f26fa8a8/plugin/pkg/scheduler/scheduler.go (L233-L237)) the error was reported correctly. As far as I can tell changing the error handling in that refactor wasn't intentional.
When AssumePod fails there's never been an error reported but I think adding this will help the scheduler recover when something goes wrong instead of letting pods possibly never get scheduled.
This will help prevent issues like https://github.com/kubernetes/kubernetes/issues/49314 in the future.

Fix incorrect call to 'bind' in scheduler
I previously submitted https://github.com/kubernetes/kubernetes/pull/49661 -- I'm not sure if that PR is too big or what, but this is an attempt at a smaller PR that makes progress on the same issue and is easier to review.
**What this PR does / why we need it**:
In this refactor (https://github.com/kubernetes/kubernetes/commit/ecb962e6585#diff-67f2b61521299ca8d8687b0933bbfb19R223) the scheduler code was refactored into separate `bind` and `assume` functions. When that happened, `bind` was called with `pod` as an argument. The argument to `bind` should be the assumed pod, not the original pod. Evidence that `assumedPod` is the correct argument bind and not `pod`: 80f26fa8a8/plugin/pkg/scheduler/scheduler.go (L229-L234). (and it says `assumed` in the function signature for `bind`, even though it's not called with the assumed pod as an argument).
This is an issue (and causes #49314, where pods that fail to bind to a node get stuck indefinitely) in the following scenario:
1. The pod fails to bind to the node
2. `bind` calls `ForgetPod` with the `pod` argument
3. since `ForgetPod` is expecting the assumed pod as an argument (because that's what's in the scheduler cache), it fails with an error like `scheduler cache ForgetPod failed: pod test-677550-rc-edit-namespace/nginx-jvn09 state was assumed on a different node`
4. The pod gets lost forever because of some incomplete error handling (which I haven't addressed here in the interest of making a simpler PR)
In this PR I've fixed the call to `bind` and modified the tests to make sure that `ForgetPod` gets called with the correct argument (the assumed pod) when binding fails.

In the implementation of scheduler cache, `FinishBinding` marks Pod expired, and then pod would be cleaned in ttl seconds. While `ForgetPod` checks Pod whether assumed, if not, it reports an error.
So if binding failed and ttl(now 30s) is too short, the error will occur when `ForgetPod`, thus we won't record `BindingRejected` event.
Although it's rare, we shouldn't depend on the value of ttl.

**What this PR does / why we need it**: Fixes regression introduced sometime in the last few months that prevented bazel-built clusters from identifying version properly.
It does so by updating the bazelbuild/rules_go and kubernetes/repo-infra dependencies to support using stamp values in `go_binary` `x_defs`, and then changing our `go_binary` rules to use `x_defs` instead of `linkstamp`.
This whole charade is necessary because we need to stamp version information in multiple packages.
This pretty much only affects the bazel build, so it should be low risk.

This PR, in general, removes duplicate errors from an aggregate error input, and returns unique errors with their occurrence count. Specifically, this PR helps with some scheduler errors that fill the log enormously. For example, see the following `truncated` output from a 300-plus nodes cluster, as there was a same error from almost all nodes.

Add initializer support to admission and uninitialized filtering to rest storage
Initializers are the opposite of finalizers - they allow API clients to react to object creation and populate fields prior to other clients seeing them.
High level description:
1. Add `metadata.initializers` field to all objects
2. By default, filter objects with > 0 initializers from LIST and WATCH to preserve legacy client behavior (known as partially-initialized objects)
3. Add an admission controller that populates .initializer values per type, and denies mutation of initializers except by certain privilege levels (you must have the `initialize` verb on a resource)
4. Allow partially-initialized objects to be viewed via LIST and WATCH for initializer types
5. When creating objects, the object is "held" by the server until the initializers list is empty
6. Allow some creators to bypass initialization (set initializers to `[]`), or to have the result returned immediately when the object is created.
The code here should be backwards compatible for all clients because they do not see partially initialized objects unless they GET the resource directly. The watch cache makes checking for partially initialized objects cheap. Some reflectors may need to change to ask for partially-initialized objects.

Add support for creating resources that are not immediately visible to
naive clients, but must first be initialized by one or more privileged
cluster agents. These controllers can mark the object as initialized,

Can be used either from a true shared informer or a local shared

Fixes a bug in the cache watcher where we were returning the "current" object from a watch event, not the historic event. This means that we broke behavior when introducing the watch cache. This may have API implications for filtering watch consumers - but on the other hand, it prevents clients filtering from seeing objects outside of their watch correctly, which can lead to other subtle bugs.

If watching objects with a filter, when an update was made that no longer matched the filter a DELETE event was correctly sent. However, the object that was returned by that delete was not the (correct) version before the update, but instead, the newer version. That meant the new object was not matched by the filter. This was a regression from behavior between cached watches on the server side and uncached watches, and thus broke downstream API clients.

#Extend the gc admission plugin to prevent user who doesn't have delete permission of the *owner* from changing blockOwnerDeletion field of existing ownerReferences, or adding ownerReference with blockOwnerDeletion=true.
The plugin need a RESTMapper to translate ownerRef.Kind to Resource. It should be using a dynamic one. However, as discussed in https://github.com/kubernetes/kubernetes/pull/42615, such a RESTMapper will be built after watchable discovery API is implemented, so in this PR the plugin is using the `api.Registry.RESTMapper()`, which is also [used](https://github.com/kubernetes/kubernetes/blob/master/cmd/kube-controller-manager/app/core.go#L165-L166) by the garbage collector currently.

Avoid nil user special-casing in unsecured endpoint
The unsecured handler currently adds no `user.Info` to the request context. That means that anything that tries to authorize actions in the API server currently has to special case nil users to ensure the unsecured localhost endpoint remains capable of performing all actions.
This PR changes the unsecured localhost endpoint to be treated as a privileged user internally, so that no special casing is required by code inside the authentication layer
I'm not particularly attached to the username. It doesn't bother me for it to have a slightly uncomfortable sounding name.

Fix a bug in serviceaccount admission introduced when we switched
everything to use shared informers. That change accidentally reused the
list of secrets instead of creating a new one, resulting in all secrets
in the namespace being returned as possible service account tokens,
instead of limiting it only to the actual service account tokens, as it
did before the shared informer conversion. This also adds a unit test to
ensure there is no future regression here.
If we get the scheduling metrics, which is "SchedulingAlgorithmLatency, E2eSchedulingLatency, BindingLatency". The E2eSchedulingLatency should be the sum of SchedulingAlgorithmLatency and BindingLatency, while we found E2eSchedulingLatency is almost the same as E2eSchedulingLatency for some optimization.

The reason for this error is that the input to admission plugins is internal api objects not versioned objects so expecting versioned object is incorrect. Due to this, no pod got desired tolerations and it always showed:

Fixed potential OutOfSync of nodeInfo.
The cloned NodeInfo still share the same resource objects in cache; it may make `requestedResource` and Pods OutOfSync, for example, if the pod was deleted, the `requestedResource` is updated by Pods are not in cloned info. Found this when investigating #32531 , but seems not the root cause, as nodeInfo are readonly in predicts & priorities.

Add storage.k8s.io/v1 API
This is combined version of reverted #40088 (first 4 commits) and #41646. The difference is that all controllers and tests use old `storage.k8s.io/v1beta1` API so in theory all tests can pass on GKE.

A localsubjectaccessreview is a special kind of resource which can be created even when the namespace doesn't exist. Since permissions can be granted at different scopes, you can reasonably check if someone *could* do something at a lower scope that isn't there yet. In addition, the permission to do an access check is separate from the permission to list all namespaces, so we're leaking information.

Guaranteed admission for Critical Pods
This is the first step in implementing node-level preemption for critical pods.
It defines the AdmissionFailureHandler interface, which allows callers, like the kubelet, to define how failed predicates are handled, and take steps to correct failures if necessary.
In the kubelet's implementation, it triggers preemption if the pod being admitted is critical, and if the only failed predicates are InsufficientResourceErrors, then it prempts (not yet implemented) other other pods to allow admission of the critical pod.

Add namespaced role to inspect particular configmap for delegated authentication
Builds on https://github.com/kubernetes/kubernetes/pull/41814 and https://github.com/kubernetes/kubernetes/pull/41922 (those are already lgtm'ed) with the ultimate goal of making an extension API server zero-config for "normal" authentication cases.
This part creates a namespace role in `kube-system` that can *only* look the configmap which gives the delegated authentication check. When a cluster-admin grants the SA running the extension API server the power to run delegated authentication checks, he should also bind this role in this namespace.
@sttts Should we add a flag to aggregated API servers to indicate they want to look this up so they can crashloop on startup? The alternative is sometimes having it and sometimes not. I guess we could try to key on explicit "disable front-proxy" which may make more sense.

Use consistent helper for getting secret names from pod
Kubelet secret-manager and mirror-pod admission both need to know what secrets a pod spec references. Eventually, a node authorizer will also need to know the list of secrets.
This creates a single (well, double, because api versions) helper that can be used to traverse the secret names referenced from a pod, optionally short-circuiting (for places that are just looking to see if any secrets are referenced, like admission, or are looking for a particular secret ref, like authorization)

Where possible, switch the scheduler to use generated listers and
informers. There are still some places where it probably makes more
sense to use one-off reflectors/informers (listing/watching just a
single node, listing/watching scheduled & unscheduled pods using a field
selector).
I think this can wait until master is open for 1.7 pulls, given that we're close to the 1.6 freeze.
After this and #41482 go in, the only code left that references legacylisters will be federation, and 1 bit in a stateful set unit test (which I'll clean up in a follow-up).
@resouer I imagine this will conflict with your equivalence class work, so one of us will be doing some rebasing 😄

Add scheduler predicate to filter for max Azure disks attached
**What this PR does / why we need it**: This PR adds scheduler predicates for maximum Azure Disks count. This allows to use the environment variable KUBE_MAX_PD_VOLS on scheduler the same as it's already possible with GCE and AWS.
This is needed as we need a way to specify the maximum attachable disks on Azure to avoid permanently failing disk attachment in cases k8s scheduled too many PODs with AzureDisk volumes onto the same node.
I've chosen 16 as the default value for DefaultMaxAzureDiskVolumes even though it may be too high for many smaller VM types and too low for the larger VM types. This means, the default behavior may change for clusters with large VM types. For smaller VM types, the behavior will not change (it will keep failing attaching).
In the future, the value should be determined at run time on a per node basis, depending on the VM size. I know that this is already implemented in the ongoing Azure Managed Disks work, but I don't remember where to find this anymore and also forgot who was working on this. Maybe @colemickens can help here.

ResourceQuota ability to support default limited resources
Add support for the ability to configure the quota system to identify specific resources that are limited by default. A limited resource means its consumption is denied absent a covering quota. This is in contrast to the current behavior where consumption is unlimited absent a covering quota. Intended use case is to allow operators to restrict consumption of high-cost resources by default.
Example configuration:

Now that the controller manager is spinning up controller loops using service accounts, we need to be more proactive in making sure the clients will actually work.

Remove default failure domains from anti-affinity feature
Removing it is necessary to make performance of this feature acceptable at some point.
With default failure domains (or in general when multiple topology keys are possible), we don't have transitivity between node belonging to a topology. And without this, it's pretty much impossible to solve this effectively.
