add --selector flag support

Adds --selector option to kubectl drain,cordon,uncordon, performing
each action on a list of nodes matching the given label.

If at least one node fails to be cordoned/uncordoned, the command will
continue to operate on any remaining nodes, uninterrupted, reporting
any errors it encounters along the way.

If at least one node fails to be drained, the command will halt, printing
the immediate error encountered, and a list of nodes yet to be drained
(including the node that just failed to be drained).

Correct APIGroup for RoleBindingBuilder Subjects
This change corrects RoleBindingBuilder to use the RBAC API group
with users and groups as subjects (service accounts use the empty
string since they are in the legacy core group).  This is based on
the defaulting in pkg/apis/rbac/v1/defaults.go#SetDefaults_Subject.
This is required because the bootstrap RBAC data is built with these
helpers and does not go through defaulting, whereas the data
retrieved from the server has already gone through defaulting.  This
can lead to the reconciliation code incorrectly adding duplicate
subjects because it believes that they are missing (since the API
groups do not match).

Godep scripts cleanup

Another try at sanitizing godep scripts.  Instead of messing with containers, or assuming anything about GOPATHs, let's just work with whatever GOPATH we are given.  If you want sane godep/restore behavior you can use `./hack/run-in-gopath.sh ./hack/godep-restore.sh`.  This will restore into your _output dir.  You can update deps yourself, and then run `./hack/run-in-gopath.sh ./hack/godep-save.sh`.

xref  #44873

This also checks out godep into your working GOPATH.  Without this, we have to `go get` it every time.  We should just vendor it.

More descriptive error message for `make test`

**What this PR does / why we need it**:

The `[packages]` argument to `go test` can be confusing. If the
`package` does not begin with `./`, `go test` considers it relative to
`$GOPATH/src`. If it does begin with `./`, `go test` considers it
relative to `pwd`. `hack/make-rules/test.sh`, and thus `make test`, use
`go test`.

This commit adds a verify step to `hack/make-rules/test.sh`. Before we
run `go test`, we check the packages under test exist. If the user
specified the package path in the incorrect format - for example they
didn't prepend with `./` when they should have, the check logs a
suggestion of the alternative path they should use.

Running the test suites for a package is an activity many all first time
contributors will take. Hopefully including a more descriptive error
message, with a suggestion for a fix if applicable, will make this an
easier experience.

Calculate patches for  commands using input version

Fixes #53040

the encoder used for encoding these objects while calculating patches does not have sufficient information to select a correct version when the object does not exist in all versions of a target group (like replicasets not existing in apps/v1beta1)

this PR wraps the encoder to first convert to the same version used to read the object (based on the mapping's GroupVersion)

long-term, we should switch UpdatePodSpecForObject to work on versioned objects and v1.PodSpec and avoid conversion altogether

it was caused by duplicate creation in script.
kube-api-server  with RBAC option creates system:kube-dns and kubectl create it again.

Remove cloud provider rackspace

**What this PR does / why we need it**:
For now, we have to implement functions in both `rackspace` and `openstack` packages if we want to add function for cinder, for example [resize for cinder](https://github.com/kubernetes/kubernetes/pull/51498).  Since openstack has implemented all the functions rackspace has,  and rackspace is considered deprecated for a long time, [rackspace deprecated](https://github.com/rackspace/gophercloud/issues/592) ,
after talking with @mikedanese  and @jamiehannaford offline ,  i sent this PR to remove `rackspace` in favor of `openstack`

Fix return 0 error in DefaultSubCommandRun

@mengqiy most of our command didn't return 1 when error, is because it invoke `DefaultSubCommandRun` which created in this pr https://github.com/kubernetes/kubernetes/pull/35206, I'm not sure if it's ok to directly add an `os.Exit` in that function, so also cc @juanvallejo @fabianofranz for review.

also @apelisse  @mengqiy  I think we don't have any test for check return value now ? cmiiw, I will add some test in test-cmd since it's easy to write scripts check return value, wdyt ?

kubectl: Fix golint warnings for plugins/*

**What this PR does / why we need it**:

We currently have an entry in `hack/.golint_failures` for `pkg/kubectl/plugins`. If we lint the files in `plugins/` then we can safely remove this entry.
 
`golint` emits the following warnings (only one of each type shown)
```
exported method EnvList.Slice should have comment or be unexported
error var IncompletePluginError should have name of the form ErrFoo
func name will be used as plugins.PluginsEnvVarPluginLoader by other packages, and that stutters; consider calling this EnvVarPluginLoader
```

This PR clears all `golint` warnings from `kubectl/plugins/`.

1. Remove entry from `hack/.golint_failures`
2. Add missing documentation to exported types and functions.
3. Rename error variables to `ErrFoo`.
4. Rename `PluginsEnvVarPluginLoader` to `KubectlPluginsPathPluginLoader` (mirrors env var name).
5. Rename `XDGDataPluginLoader` to `XDGDataDirsPluginLoader` (to make uniform change above).

Felt a bit dirty doing this cleanup because the code in `plugins/` is particularly clean and well written already.

update-staging-godeps: only mangle staging repos in staging Godeps.json

- this re-adds non-staging k8s.io/* repos to the staging Godeps.jsons
- x-outs instead of removing of staging dependencies in order to get a
  precise trigger for a complete godep restore+save run in the publisher
  bot.

The first breaks k8s.io/kube-aggregator's staging export.

The second potentially leads to inconsistent godeps in our exported staging repos.

The underscore in front of _test makes the go tools (including godep) to
ignore those packages by default. We do not want to create dependencies
to client-go and friend through the _test output.

Move negative check for testing "not patched" output to test-cmd-util.sh

Allow watch cache to be disabled per type
Currently setting watch cache size for a given resource does not disable
the watch cache. This commit adds a new `default-watch-cache-size` flag
to map to the existing field, and refactors how watch cache sizes are
calculated to bring all of the code into one place. It also adds debug
logging to startup to allow us to verify watch cache enablement in
production.
