- This commit integrates the work of @jdetiber to fix bazel build
//build/rpms and also addresses an issue where not all common versions
of rpmbuild have the %{_sysctldir} macro.
- Since that macro points to /usr/lib/sysctl.d this commit just points
directly to that dir.
- This also adds conntrack as a dependency of kubelet for both rpm and
deb builds.

One can run:
make generated_files UPDATE_API_KNOWN_VIOLATIONS=true
to update the checked-in known API violation exceptions list.
Also updated README and the error message on how to resolve the
failure.
The types referenced in credentialprovider are part of a long term api
and will not change, and kubectl doesn't need to take a dependency on this
package in order to do minimal validation here.
pkg/kubectl has a lot of files. Move everything generator related
into pkg/kubectl/generate (generic) or pkg/kubectl/generate/versioned
(type specific).
Move the DescriberFn and GeneratorFn out of kubectl/cmd/util and into
the respective versioned packages, along with tests.

Remove e2e-image-puller

A long time ago, We added the image prepulling as a workaround due to
the overwhelming amount of flake caused by pulling during the tests.
This functionality has been broken for a while now when we switched to a
COS image where mounting `docker` binary into `busybox` stopped working.
So we just have dead code we should clean up.

Add ability to build with runtime coverage instrumentation
**What this PR does / why we need it**:
This PR adds the ability to instrument a subset of kubernetes binaries to report code coverage information. The specific use-case is to help determine coverage of our end-to-end Conformance tests, as well as provide data that can be used to help determine where to focus. This PR focuses on making it possible to build with instrumentation; collecting and using the generated coverage data will be done in later PRs. For more details as to the intent, see the [design doc](https://docs.google.com/document/d/1FKMBFxz7vtA-6ZgUkA47F8m6yR00fwqLcXMVJqsHt0g/edit?usp=sharing) (google doc; requires kubernetes-dev membership).
Specifically, this PR adds a new `KUBE_BUILD_WITH_COVERAGE` make variable, which when set will cause `kube-apiserver`, `kube-controller-manager`, `kube-scheduler`, `kube-proxy` and `kubelet` to be built with coverage instrumentation. These coverage-instrumented binaries will flush coverage information to disk every five seconds, defaulting to a temporary directory unless the `KUBE_COVERAGE_FILE` environment variable is set at launch, in which case it will write to that file instead.
The mechanism used to achieve coverage instrumentation is to build the targeted binaries as "unit tests" with coverage enabled, and then rigging the unit tests to just execute the binary's usual entry point. This is implemented only for the bash build system.

Overhaul Makefile for generated code
Calculate all go dependencies in a single Go program, rather than a complicated series of `go list` invocations and `Makefile` logic. This simplifies the
Makefile dramatically.
Also adds tests to ensure the dependencies stay correct. This test is pretty slow, though.

The version in the spec file must be hardcoded because the `{filename}`
syntax in the tar command is a substitutaion by bazel which happens before
the spec file does its ownt %{} substitutions. Therefore, if we use %{version}
bazel will not be able to find {crictl-v%{version}-...} in its list of
files so no substituation will take place and the file will not be found.

Bazel walks through the Kubernetes repo to add vendor targets for OpenAPI generation. `SkippedPaths` is used to skip the paths such as `_examples`. However, it doesn't work as desired, because it matches for `_` at the beginning of the path, so paths like `vendor\..\_example` are picked up by the generator. This PR fixes this.
