Move over only the conversions that are needed, create a new scheme that
is private to meta and only accessible via ParameterCodec. Move half of
pkg/util/labels/.readonly to pkg/apis/meta/v1/labels.go
The previous option was not serializable, and was used in questionable
scenarios to represent what we also use Everything() for. The individual
context needs to make the decision about everything vs nothing (and
nothing has no real concept in our API today) so this seems safe.
These files have been created lately, so we don't have much information
about them anyway, so let's just:
- Remove assignees and make them approvers
- Copy approves as reviewers

Don't blame DNS spec on Kubernetes requirement for lower-case DNS labels.
**What this PR does / why we need it**: #39635 was rejected because it wasn't clear to the author (me) that lower-case DNS labels are in fact a [Kubernetes requirement](https://github.com/kubernetes/kubernetes/pull/39635#issuecomment-271404975) rather than from the [DNS RFC 1035](https://www.ietf.org/rfc/rfc1035.txt) or/and [DNS RFC 1123](https://www.ietf.org/rfc/rfc1123.txt).

We'd like to remove all globals, but our immediate problem is that a shared registry between k8s.io/kubernetes and k8s.io/client-go doesn't work. Since client-go makes a copy, we can actually keep a global registry with other globals in pkg/api for now.

It's important, and really hard, to identify kuberentes from kubernetes. As a human being, one's brain tends to auto fix the spelling for you thus when a dev was staring at the log for a good 30-min or so he will start question about his life and belief.
Luckily this is the only place in k/k, it's super important to fix it to avoid future pain.

Add global timeout flag

This patch adds a global timeout flag (viewable with `kubectl -h`) with
a default value of `0s` (meaning no timeout).
The timeout value is added to the default http client, so that zero
values and default behavior are enforced by the client.
Adding a global timeout ensures that user-made scripts won't hang for an
indefinite amount of time while performing remote calls (right now, remote
calls are re-tried up to 10 times when each attempt fails, however, there is
no option to set a timeout in order to prevent any of these 10 attempts from
hanging indefinitely).

timeout)

Continuation of #1111
I tried to keep this PR down to just a simple search-n-replace to keep
things simple. I may have gone too far in some spots but its easy to
roll those back if needed - just let me know.
I avoided renaming `contrib/mesos/pkg/minion` because there's already
a `contrib/mesos/pkg/node` dir and fixing that will require a bit of work
due to a circular import chain that pops up. So I'm saving that for a
follow-on PR.

I tried to keep this PR down to just a simple search-n-replace to keep
things simple. I may have gone too far in some spots but its easy to
roll those back if needed.
I avoided renaming `contrib/mesos/pkg/minion` because there's already
a `contrib/mesos/pkg/node` dir and fixing that will require a bit of work
due to a circular import chain that pops up. So I'm saving that for a
follow-on PR.
I rolled back some of this from a previous commit because it just got
to big/messy. Will follow up with additional PRs
