Add Vertical Pod Autoscaler to autoscaling/v2beta1

**What this PR does / why we need it**:
Adds Vertical Pod Autoscaler (https://github.com/kubernetes/community/blob/master/contributors/design-proposals/autoscaling/vertical-pod-autoscaler.md) to the autoscaling API (which currently has the Horizontal Pod Autoscaler).
This is needed for the Vertical Pod Autoscaler beta.

apiextensions: add ObjectMeta validation and pruning

This is a critical pre-requisite for further multi-version support and especially for GA of CRDs: ObjectMeta must be schema-validated and pruned, like `json.Unmarshal` does this.

This PR adds this in the incoming request serializer and the storage decoder. The former errors when schema validation fails, the later just drops invalid typed fields.

Meta data of CustomResources is now pruned and schema checked during deserialization of requests and when read from etcd. In the former case, invalid meta data is rejected, in the later it is dropped from the CustomResource objects.

core v1: deprecate the gitRepo volume type

gitRepo stopped accepting new features nearly 2 years ago https://github.com/kubernetes/kubernetes/issues/17676#issuecomment-228650586 and today this behavior can easily be achieved through an init container. The kubelet shelling out to git in the host namespace can also be a security issue on un-trusted repos, as was demonstrated by [CVE-2017-1000117](https://groups.google.com/forum/#!topic/kubernetes-announce/CTLXJ74cu8M). Our own documentation even alludes to this volume type being removed in the future:

> In the future, such volumes may be moved to an even more decoupled model, rather than extending the Kubernetes API for every such use case.

split the generic component config and options into a kube and cloud part

1. Moving some substruct shared by both `kube-controller manager` and `cloud-controller manager` in `KubeControllerManagerConfiguration` struct into `GenericControllerManagerConfiguration` struct, and keep `KubeControllerManagerConfiguration` struct;
2. Construct a new `CloudControllerManagerConfiguration` struct  for `cloud-controller manager`.

switch rbac to external

The overall trajectory of the project is towards external types.  Having all helpers agree on the version they operate on makes life much easier.  We've already written one RBAC controller (role aggregation) and more may follow.  `v1` has been around for a while now and we know that any future changes have to reliably roundtrip through it.  This pull switches all the core helpers over to use the external types.

explicit kubelet config key in Node.Spec.ConfigSource.ConfigMap

This makes the Kubelet config key in the ConfigMap an explicit part of
the API, so we can stop using magic key names.
    
As part of this change, we are retiring ConfigMapRef for ConfigMap.

Use single struct in internal type to reduce difference with external type

This PR reduces the differences between internal and external types by removing leftovers after revert of one of the changes.

We had `IDRange` in both types prior 9440a68744 commit (https://github.com/kubernetes/kubernetes/pull/44714) that splitted it into `UserIDRange`/`GroupIDRange`. Later, in c91a12d205 commit (https://github.com/kubernetes/kubernetes/pull/47824) we had to revert these changes because they broke backward compatibility but `UserIDRange`/`GroupIDRange` structs were left in the internal type.

When setting up tests, you want to rely on your own scheme.  This eliminates coupling to floating versions which gives unnecessary flexibility in most cases and prevents testing all the versions you need.

Slava Semushin f49a0fbd5f Replace UserIDRange/GroupIDRange by IDRange in internal type to reduce difference with external type.
We had IDRange in both types prior 9440a68744 commit that splitted it
into UserIDRange/GroupIDRange. Later, in c91a12d205 commit we had to
revert this changes because they broke backward compatibility but
UserIDRange/GroupIDRange struct left in the internal type.

This commit removes these leftovers and reduces the differences
between internal and external types.

rest mappings cannot logically be object converters

A `RESTMapping` in the general sense cannot be a `ObjectConverter` since the conversions are compiled, but the RESTMappings are discovered.   This starts isolating the bad assumptions into `kubectl` where they are used and removes the other bad `RESTMapping` use I found in the REST API installer that uses a mapping to determine scopes instead of using the metadata provided during API registration.

Update WebhookClientConfig documentation regarding service ports

Dynamic admission webhooks backed by services [will always use 443](https://github.com/kubernetes/kubernetes/blob/master/staging/src/k8s.io/apiserver/pkg/admission/plugin/webhook/config/client.go#L133) no matter what ports are available. Our [current documentation](https://github.com/kubernetes/api/blob/master/admissionregistration/v1beta1/types.go#L257-L259) says that "If there is only one port open for the service, that port will be used."

This PR fixes that piece of documentation.
In the future we may wish to support specifying ports other than 443, but the documentation should be fixed first.

Private mount propagation

This PR changes the default mount propagation from "rslave" (newly added in 1.10) to "private" (default in 1.9 and before). "rslave" as default causes regressions, see below.

Value `"None"` has to be added to `MountPropagationMode` enum in API ("I don't want any propagation at all"), which translates to "private" on Linux. [We did not have use cases for it](https://github.com/kubernetes/community/pull/659#discussion_r131454319), but we have them now.

fix local volume absolute path issue on Windows

**Instead**, this PR use `MakeAbsolutePath` func to convert `local.path` value in kubelet, it supports both linux and windows styple.

resource is ignored because of scheduler extender).

This commit brings the behavior of `*kubernetes.io/` prefixed resources in
line with other extended resources and they will remain unscheduled
until some node exposes these resources.

Rohit Agarwal e6db88b12d Resources prefixed with *kubernetes.io/ should remain unscheduled if they are not exposed on the node.
Currently, resources prefixed with *kubernetes.io/ get scheduled to any
node whether it's exposing that resource or not.

On the other hand, resources prefixed with someother.domain/ don't get
scheduled to a node until that node is exposing that resource (or if the
resource is ignored because of scheduler extender).

This commit brings the behavior of *kubernetes.io/ prefixed resources in
line with other extended resources and they will remain unscheduled
until some node exposes these resources.

This also includes renaming IsDefaultNamespaceResource() to
IsNativeResource().

Automatically add system critical priority classes at cluster boostrapping

Introduce PodSecurityPolicy in the policy/v1beta1 API group

Types/constants are completely the same as in `extensions/v1beta1` except that they are located outside of the `extensions` API group.

**What this PR does / why we need it**:
This is the first step for migrating PSP-related stuff away of `extensions` group. See #43214 for more information.

Also it related to https://github.com/kubernetes/features/issues/5

**Example**:

kind: PodSecurityPolicy

Drop init container annotations during conversion

https://github.com/kubernetes/kubernetes/pull/51816/files#diff-0fa94eafdf1c7cd2171c836b53fd6323 removed special handling of init container annotations in API conversion in 1.8

However, older clients (like 1.7 kubectl) still performed that handling in some paths, which would make an object round-tripped through kubectl show up with additional annotations.

Those additions would get flagged as disallowed mutations in some objects.

This change strips init-container annotations during conversion so that old clients sending init container annotations (which are inert in 1.8+) don't trigger validation errors around immutable fields.

Fixes #54816
