Merge pull request #62198 from thockin/gcr-vanity

Automatic merge from submit-queue (batch tested with PRs 61918, 62180, 62198). If you want to cherry-pick this change to another branch, please follow the instructions here.

Pass 2: k8s GCR vanity URL

Also push out the old URL deprecation since we have not started the community transition yet and there are some instances of it still floating about.
