John Niang 747ca05d90 Rearrange system initialization by phase (#7417) ... #### What type of PR is this? /kind improvement /area core /milestone 2.20.x #### What this PR does / why we need it: This PR refactors system initialization process using [SmartLifecycle](https://docs.spring.io/spring-framework/docs/6.2.x/javadoc-api/org/springframework/context/SmartLifecycle.html).
