个人中心的基础实现，此 PR 已完成：

1. 个人中心基础布局。
2. 将个人相关的功能移动到个人中心，包括个人资料修改、密码修改、PAT、通知配置、通知中心等。
3. 个人中心和管理控制台的切换入口。

注意：此 PR 仅包含基础实现，其他的 UI 更改和 i18n 完善会放在后面的 PR。
