Property Override validation improvements (#17759) 
* Reject inbound Prop Override patch with Services

Services filtering is only supported for outbound TrafficDirection patches.

* Improve Prop Override unexpected type validation

- Guard against additional invalid parent and target types
- Add specific error handling for Any fields (unsupported)
