Kyle Schochenmaier	bf0f61a878	removes ioutil usage everywhere which was deprecated in go1.16 (#15297 ) * update go version to 1.18 for api and sdk, go mod tidy * removes ioutil usage everywhere which was deprecated in go1.16 in favour of io and os packages. Merge of auto-config and auto-encrypt code (#8523 )

auto-encrypt is now handled as a special case of auto-config.

This also is moving all the cert-monitor code into the auto-config package.
